2019-12-04 Directors UpdateDirectors’ Update December 4, 2019 9:04 a.m. Present: Commissioner Jackson, Commissioner Fund, Becky Butler, Steve Walton, Daleyn Coleman, Josh Metcalf, Cullen Gatten, Tawni Shepherd, Amber Smith, Lee Napier, JP Anderson, Steve Mansfield, Andy Caldwell, Steve Wohld Guest(s): Susan DeLaire Recorder: Rieva Lester Josh Metcalf discussed a notice of hearing regarding the closeout for a Community Development Block Grant with the State Department of Commerce for Vader-Enchanted Valley Water System Reservoir. Andy Caldwell discussed a resolution to approve acceptance of an agreement between Lewis County and Washington State Military Department for FEMA Emergency Management Performance Grant and authorize signatures thereon. Rieva Lester briefly discussed three resolutions from the Coroner’s Office: • Contract with Sticklin Mortuary. • Contract with First Call Plus. • Contract with Dr. Sigmund Menchel. Rieva Lester noted that there would be a late add from the Coroner’s Office: A resolution to approve contracts with Drs. Lacsina, Adams and Quinn. The commissioners said they would like the Coroner’s Office to attend their Dec. 9 Wrap-Up to provide information regarding the contracts. JP Anderson discussed a resolution to approve Amendment D to contract between Lewis County and Reliable Enterprises. JP Anderson discussed a resolution to approve Amendment D to contract between Lewis County and Human Response Network. JP Anderson discussed a resolution to reappoint Rebekah Miner and Linda Williams and appoint Christi Lucas to the Public Health & Social Services Advisory Board through December 31, 2022. Amber Smith discussed a resolution to amend Lewis County Code 2.40.050 Standard 3 to update caseload limits to match Washington Court Rules Standards for indigent defense. Cullen Gatten discussed an ordinance to add Chapter 1.23 to county code, adopting an enforcement program for public disturbance caused by excessive noise. The commissioners asked if the ordinance could include verbiage Commissioner Fund made a motion to move one Notice item, two Consent items, eight Deliberation items and two Hearings to the Monday, Dec. 9, 2019, BOCC agenda. Commissioner Jackson seconded the motion. Motion passed 2-0. Rieva Lester noted that Public Works would have a late add to award the bid for a vac truck and snow plows. Announcements / Roundtable Steve Walton said fire alarm testing is planned for Dec. 4 and 5. Daleyn Coleman reminded the group about the upcoming increase in minimum wage. She also invited the group to join in the tree-decorating event planned for Dec. 6. Tawni Shepherd said the new PDR staff member started Dec. 4. Lee Napier said the RCO contract for the Flood Authority will be up at the end of the month. JP Anderson discussed Ecology’s proposal to delist biosolids. Steve Mansfield said he will meet with the Combined User Committee later in the day. Josh Metcalf said the Borst Avenue project is nearing completion. He said he hopes to have the new Solid Waste manager on board by year’s end. Josh said Public Works is updating no-spray agreements. Josh said a ceremony is being planned for the installation of the Purple Heart County signs. Becky Butler invited the group to the upcoming Mayors’ Meeting, during which Tanner will provide an update on Strategic Planning. She also said a budget amendment is planned for Dec. 16. Steve Wohld said the Hearing Room has new devices to accommodate those who are hearing impaired. Commissioner Jackson said he would be out of the office Dec. 11-13. Meeting ended at 9:48 a.m.
