The group briefly discussed • A resolution to approve an interlocal agreement for use of jail facilities between the Lewis County Sheriff's office/County and the incorporated cities of Centralia, Chehalis, Napavine, Toledo, Mossyrock, Morton, Winlock and Pe Ell. • A resolution to approve an interlocal agreement for use of jail facilities between the Lewis County Sheriff's office/County and City of Olympia/Jail. • A resolution to approve an interlocal agreement for use of jail facilities between the Lewis County Sheriff's office/County and Thurston County Sheriff's Office/County. Steve Mansfield and Andy Caldwell discussed a resolution to approve Andy Caldwell, DEM Deputy Director as the Lewis County Community Emergency Coordinator and William Teitzel as the Alternate Community Emergency Coordinator for 2020-2021 for Hazardous Materials Incidents. Bill Serrahn joined at 9:12 a.m. Andy Caldwell discussed a resolution to appoint members to the Local Emergency Planning Committee. Josh Metcalf discussed a resolution to list the bids received and contractor selected for five (5) 40-foot storage containers for the Public Works maintenance division. Josh Metcalf discussed a resolution to approve Josh Metcalf, Public Works Director, as Applicant Agent and Robin Saline, Public Works Administrative Assistant/Grants Administrator, as the Alternate Applicant Agent/Contact for open, federally declared disasters and any future disasters that may occur between December 01, 2019 and December 31, 2020. JP Anderson discussed a resolution to appoint Ricardo Barrientes as a regular member to the Veterans' Advisory Board (VAB) through June 30, 2021. Steve Wohld discussed a resolution to approve interlocal agreements between Lewis County and area emergency response agencies regarding technology services and authorizing signatures thereon. Steve Wohld discussed a resolution to authorize the Director of Information Technology Services to execute a purchase order with DarkTrace Limited. Commissioner Fund discussed a resolution to reappoint Dean Croshaw and Chris Roden to the Lodging Tax Advisory Committee. Commissioner Fund discussed a resolution to approve 2020 contracts with various organizations for funding from Tourism Promotion Fund No. 1980 for tourism-related activities. She and Cullen Gatten said the contract with White Pass Country Historical Society would be tabled and that the commissioners would meet with that group Dec. 17 to review its proposed contract. Eric Eisenberg discussed Ordinance 1313, which would make Technical Amendments to Ch. 3.55 LCC Relating to the Administration of the County Noxious Weed Assessment. Josh Metcalf and Eric Eisenberg discussed a hearing to approve a franchise to Olympic Pipeline. Eric discussed a new ruling that will allow the county to charge for franchises in county right of way in the future. Becky Butler discussed a Budget Amendment hearing for the 2019 budget. Commissioner Fund made a motion to move one Notice item, two Consent items, 12 Deliberation items and three Hearings to the Monday, Dec. 16, 2019, BOCC agenda. Commissioner Stamper seconded the motion. Motion passed 2-0. Rieva Lester noted she would have one late add: a proclamation honoring the Onalaska Loggers football team for its State 2B Championship win. She also noted that an item on the agenda – a resolution to list the bids received and contractors selected for three sander/spreaders, three snowplows and one vac truck – was not moving forward. Rieva reminded the group about upcoming meeting date changes. Daleyn Coleman and Eric Eisenberg discussed a pending public records request. Lara McRea praised Camren Prater’s efforts on PacketWriter. JP Anderson said flu and flu-like cases are on the rise. He urged attendees to get their flu shots. Josh Metcalf said the sand shed projects are nearly complete. He said the new Solid Waste manager will start Dec. 26. Josh discussed the site(s) chosen for the Purple Heart County signage. Becky reminded the group to watch year-end budgets. Commissioner Fund discussed upcoming holiday events. Meeting ended at 9:51 a.m.
