2019-12-16 BOCC Wrap UpBOCC Wrap-Up December 16, 2019 9 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, Lee Napier, Becky Butler, JP Anderson (9:03 a.m.) Guests: Bill Serrahn, Peter Lahmann Recorder: Rieva Lester Commissioner Stamper made a motion to add two items to the day’s Business Meeting agenda: a proclamation honoring the Onalaska Loggers football team, which won the 2B state championship, and a resolution to list the bids received and contractors selected for three sander/spreaders, three snowplows and a vac truck. Commissioner Fund seconded. Rieva Lester noted that the lodging tax agreements would hold until the next Business Meeting. Motion passed 3-0. Lee Napier discussed a reimbursement agreement with RES Americas. She said RES Americas would cover employee costs regarding costs Lewis County incurs linked to the project. The commissioners approved Lee to sign the agreement. Commissioner Jackson made a motion to name Commissioner Stamper BOCC chair for 2020. Commissioner Fund seconded. Motion passed 3-0. Commissioner Stamper made a motion to name Commissioner Fund BOCC vice chair for 2020. Commissioner Jackson seconded. Motion passed 3-0. The commissioners agreed to retain the 2019 Board of Health makeup for 2020: Commissioner Fund as chair and Commissioner Stamper as vice chair. The commissioners agreed to retain the 2019 Solid Waste Disposal District makeup for 2020: Commissioner Stamper as chair and Commissioner Jackson as vice chair. Rieva Lester said the Cowlitz River Valley Historical Society has submitted an application for a $6,240 Lewis County Historic Preservation Grant to pay for computer upgrades and software to digitize historic records. Commissioner Fund said she would reach out to Marc Fisher to further discuss the request. Peter Lahmann discussed help the Lewis County Museum may be able to offer. Commissioner Fund noted that the county’s Historic Preservation grants typically have not provided money for staffing. Becky Butler discussed lifting bottom-line spending to allow the use of savings (from salaries to operations and vice versa) if there are overages. The commissioners approved allowing the lifts. The commissioners approved paying the legal notice for the caseloads hearing. The commissioners said they’d like to hold a public meeting with State Parks in Packwood regarding a proposed land transfer. Commissioner Fund discussed the Great Rivers Behavioral Health Organization. Commissioner Fund discussed her recent tour of the Dispute Resolution center in Centralia. The commissioners directed Rieva Lester to write a letter of appreciation the Northwest Pediatrics. The commissioners reviewed their calendars. The commissioners approved minute folders for the weeks of Nov. 4, 11 and 18, 2019. Meeting ended at 9:50 a.m.
