2019-12-23 Directors UpdateDirectors’ Update December 23, 2019 9:03 a.m. Present: Commissioner Jackson, Commissioner Stamper, County Manager Erik Martin, Becky Butler, Josh Metcalf, Gary Fredricks, Kevin McDowell, John Abplanalp, Steve Wohld, Amber Smith, Doug Carey, Lara McRea, Daleyn Coleman, Martin Roy (10:26 a.m.) Guests: Susan DeLaire, Dr. Lindsey Pollock, Bob Guenther Recorder: Rieva Lester Josh Metcalf discussed a resolution to appoint a member to the Lewis County Solid Waste Advisory Committee and setting terms thereof. John Abplanalp discussed a resolution to approve Amendment D to contract between Lewis County and The Salvation Army. Josh Metcalf discussed a resolution to ratify an executed contract for engineering services on Mickelsen Parkway design. Josh said the work is being paid by Benaroya and .09 funding. Josh said WSDOT has not yet released funding. Josh Metcalf discussed the proposed acquisition of additional right of way for Pleasant Valley Road Bridge Scour MP 2.46, Toledo. Becky Butler discussed a resolution to amend the .09 Distressed Counties Loan Agreement between Lewis County and the East Lewis County Public Development Authority. Becky Butler discussed a resolution to approve a financial contribution agreement between Lewis County and Lewis County Seniors organization for senior nutrition program support during calendar-year 2020. Becky said $50,000 would be given up front. Rieva Lester and Amber Smith discussed a resolution to approve 2020 contracts with various organizations for funding from Tourism Promotion Fund No. 1980 for tourism-related activities. Rieva Lester discussed a resolution to approve a mileage rate change for Lewis County. Commissioner Jackson discussed a resolution to elect the 2020 Chair and Vice Chair for the Lewis County Board of County Commissioners. Commissioner Jackson discussed a resolution to reappoint Ron Averill, Candace Hallom, and Bonnie Lynn Brown to the Board of Directors of the Public Facilities District. Josh Metcalf discussed a hearing regarding the acceptance of the Vader-Enchanted Valley New Water Reservoir. Amber Smith discussed a hearing regarding Ordinance 1311, which would add Chapter 1.23 to the County Code, creating enforcement for public disturbance caused by excessive noise. Commissioner Stamper made a motion to move two Consent items, 12 Deliberation items and two Hearings to the Monday, Dec. 30, 2019, BOCC agenda. Commissioner Jackson seconded the motion. Motion passed 2-0. Commissioner Jackson said he had been contacted regarding a request to give local consent for refugee resettlement. The group said they would further discuss the topic the following week. Susan DeLaire left at 9:26 a.m. John Abplanalp urged attendees to get their flu shots and exercise caution during holiday meal preparation. Josh Metcalf discussed response to the weekend flood. Josh said Pe Ell’s water system took a hit over the weekend. At 9:42 a.m., Commissioner Jackson announced that the Board was going into executive session under RCW 42.30.110(1)(i) to discuss pending or potential litigation regarding a vendor dispute with McClure & Sons related to work at the Toledo airport. Executive session ended at 9:57 a.m. with Josh Metcalf, Steve Wohld, Becky Butler, Erik Martin, Kevin McDowell, Commissioner Stamper, Commissioner Jackson, Susan DeLaire and Dr. Lindsey Pollock in attendance. Commissioner Jackson noted that no decisions had been made. Kevin suggested that the BOCC authorize a settlement payment to McClure and Sons Inc. in the amount of $34,216 in order to resolve the dispute related to AIP No. 3-53-0078-009-2017 regarding work that was done at the South County Airport. Commissioner Jackson seconded. Motion passed 2-0. Becky Butler said the county has drafted an update for its agreement with the Lewis County Seniors Board. She, Commissioner Stamper and Commissioner Jackson outlined some of the things the county would like to see, including monthly meetings, quarterly budget updates and the creation of a strategic plan. Kevin McDowell left at 10:06 a.m. Ron Averill outlined funding challenges the Lewis County Seniors Board faces. Commissioner Stamper suggested reaching out to the AAA to have them attend a February meeting with the Seniors Board and the BOCC. Ron noted that Winlock’s dishwasher needs to be replaced. Martin Roy joined at 10:26 a.m. Becky said she would hold the agreement until Jan. 6. Meeting adjourned at 10:31 a.m.
