2019-12-30 Update with County ManagerUpdate with County Manager December 30, 2019 11:17 a.m. Present: Commissioner Jackson, Commissioner Fund, County Manager Erik Martin, Lara McRea, Arny Davis, Steve Walton, Daleyn Coleman, Becky Butler (11:23 a.m.) Guests: Dr. Lindsey Pollock, Jimmy Hilliard, Deborah Hilliard Recorder: Rieva Lester Water District 5 Loan to purchase system: Erik said the county would need a roughly $350,000 loan to purchase the system. Arny Davis said it would have to be processed as a five-year loan. He suggested reaching out to the PA’s Office regarding county policy. Erik said an ER and R loan or capital funds could be used. Becky Butler joined at 11:23 a.m. Erik said he is concerned about the burden a five-year loan would place on the property owners in Water District 5. Negotiations: Erik said it sounds like the offer will be acceptable. Erik said he will know more after District 5’s next public meeting. Erik said he is hopeful for a February takeover. District loan: Erik said the district is low on cash-flow. Arny said the district will have a negative position of up to $25,000. Deborah Hilliard said Water District 5 has about $1,600 in the bank and faces debits of roughly $6,000 per month. Arny Davis, Deborah Hilliard and Jimmy Hilliard left at 11:32 a.m. 911 / Department of Emergency Services The group praised Andy Caldwell’s response to the recent flood. HR Collective bargaining agreement negotiations: Steve Walton said several CBA units have voted or plan to vote within the next couple of weeks, and three other units have yet to plan a vote. At 11:36 a.m., Commissioner Jackson said the board was taking a five-minute recess. The meeting resumed at 11:41 a.m. Steve Walton discussed a proposed vacation accrual increase. Commissioner Fund made a motion to provide to non-represented employees a 2 percent cost-of-living adjustment (COLA), rounded-up vacation accruals and increased medical benefits of up to $25 per plan effective Jan. 1, 2020. Commissioner Jackson seconded. Motion passed 2-0. Meeting adjourned at 11:52 a.m.
