2017-01-18 ESC meetingESC January 18, 2017 8:15 a.m. Present: Commissioner Fund, Commissioner Jackson, Arny Davis, Dianne Dorey, Larry Grove, Sheila Gray, Bill Teitzel, Judge RW Buzzard, Erik Martin, Steve Walton, Lee Napier, Shad Hail, Carma Oaksmith, Paulette Young, Steve Wohld, Lisa Conzatti, Archie Smith, and Wes Rethwill. Commissioner Stamper joined the meeting at 8:57 a.m. Recorder: Rieva Lester Dianne Dorey asked to add strategic planning to the agenda. The group discussed holding strategic planning over until the next ESC meeting. Dianne left the meeting at 8:18 a.m. Paulette Young made a motion to approve the Dec. 21 minutes. Carma Oaksmith seconded the motion. Motion passed. New business Paulette Young said she is working to update policies, including the drivers’ abstract. She said she wants to know who is doing them when an employee is hired and who is doing it every three years, as required. Paulette said the only exception to the three-year requirement would be the Sheriff’s Office, which does training annually. The group discussed Department of Licensing’s fees, DOL’s online questions, and the county’s guidelines related to the policy. Paulette gave an overview of reporting workplace injuries, accidents, complaints, etc. She said admins, managers, etc. should have blank copies of incident reports, and if they don’t they can get a copy from Risk. She said it’s important to document any injuries. She said an employee has 365 days to file a claim. For exposure reports, an employee has three years from the date of diagnosis to file a claim. Paulette said that while a paper trail can be tedious, it’s important. Paulette said that if an employee is injured and must see a doctor, a special form must be filled out because the county is self-insured. She said failure to do so can create a huge delay in coverage. Paulette also discussed the procedures to take in case of a motor vehicle accident. Steve Walton gave a report about recent newspaper coverage regarding the 911 center. He said there have been no reports of serious leaks. He said there is no mold. He said another mold test recently was performed. He said the results have not yet come back. He said reports that 911 cannot attract potential employees also are inaccurate. He said he recently fielded 80 applications for one job opening. Paulette said if mold had been found, the county would have taken the proper measures. However, mold was not found. Good of the Order Commissioner Fund spoke of former county employee Donna Karvia, who recently passed away. She requested that anyone who may have pictures of Donna share the photos so the family can use them at Donna’s service. Rieva Lester asked for any 2016 minutes to be turned in. Arny Davis said the tax foreclosure sale is planned for Jan. 20. He said he is awaiting levy certification to send out notices. Larry Grove gave an update on the vacancy in his office and said that it takes 24 months to get certified for the vacant elections position. Sheila Gray said there are seven delegates attending a conference next month. She said the group is hosting a bingo fundraiser to raise money for the conference. Bill Teitzel said Project Homeless Connect event is planned for Jan. 26 at the fairgrounds. He asked for donations of toiletries, hats, gloves, etc. Commissioner Fund said she recently toured some vacated homeless camps. Judge Buzzard said filings in District Court are down. Erik Martin said maintenance crews have been busy. He said the day’s forecast calls for possible minor flooding. Steve Walton invited the group to the fair’s open house on Jan. 31. Lee Napier said marijuana is on the BOCC’s agenda for Jan. 23. She said the proposed rules would essentially allow marijuana; however, businesses would be required to obtain federal approval. Commissioner Stamper joined the meeting at 8:57 a.m. Shad Hail said juvenile detention has risen dramatically recently. He gave statistics on the kids’ alcohol and drug use. He said he is pursuing cooperatives. Carma Oaksmith said Fiscal is working on year-end. Steve Wohld said IT is working on updating the county’s tech policies. He said the finance system has been installed. He said he has hired Josh Heck to fill an IT vacancy. Lisa Conzatti joked that her office is training the new judges. Archie Smith said HR also is working on new policies. Wes Rethwill gave an update on new-hires and academy graduations. He said Feb. 2 will be the annual Sheriff’s Office meeting. He said a firearms class and a Day in the Life will be held in the coming months. He gave a shout-out to Erik Martin and all of Public Works for the department’s work during the recent snow event.
