2017-01-25 Directors UpdateDirectors’ Update January 25, 2017 9: a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Sheila Gray, Archie Smith, Carma Oaksmith, Steve Wohld, Sandi Andrus, Paulette Young, Lee Napier, Erik Martin, Becky Butler, Steve Mansfield. Guests: Susan DeLaire Recorder: Rieva Lester Commissioner Fund discussed a proclamation honoring Donna Karvia, and Steve Mansfield talked about his experiences with her. Erik Martin discussed a call for bids for the 2017 Rock Proposal. Commissioner Stamper discussed the cancellation of delinquent personal property and mineral rights taxes. The commissioners said to ask Arny to upload the list. Commissioner Stamper said Wes or Sheriff Snaza would need to speak to the NAPHCARE resolution. The group discussed the insurance coverage for jail lawsuits, including those over treatment, care, safety, food, etc. Paulette said she foresees the future featuring counties outsourcing jail operations. Steve Mansfield said the jail can hold 357-ish but has staffing for 225-ish. Archie Smith discussed a late-addition resolution regarding Megan Sibbert. Commissioner Jackson made a motion to move 1 (one) Proclamation, 1 (one) Notice, and 5 (five) Consent items to the Monday, Jan. 30, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. Roundtable Lee Napier said the board lifted the marijuana moratorium, but entities still must get a federal permit to move forward. Lee asked about scheduling a meeting with Commissioner Fund. Steve Mansfield discussed WAC 118, which he said is another unfunded mandate. Erik Martin said Public Works has four positions to be advertised. He said there may be more positions as employees retire. Sandi Andrus said Danette York is attending a conference and taking some vacation, too. Sandi said Homeless Connect is planned for Jan. 26. Paulette Young discussed possible changes to the county’s drivers’ abstract. She said she is leaving Jan. 25 for Arizona. She asked about using Skype while she is in Arizona. She said she plans to return Feb. 21 – to March 1, unless deposition scheduling changes that. Becky Butler asked Paulette what the policy / procedure would be if Paulette was absent, Tawni was out and a situation arose. Paulette said she would be available by phone or FaceTime, etc. Paulette said L and I could have been asked to wait 36 hours. She also said the county is not required to allow L and I on the premises. She said the county wouldn’t want to go down that road. Paulette said employees have the right to file those types of claims. She said the county will comply fully. She said if L and I ever visits, the first call always should be to the Risk office. Steve Mansfield asked if there were rules that an employee should contact supervisors or directors or Risk Management with concerns. Paulette said there are policies, but an employee has to be free to reach out to state or federal agencies. Steve Wohld discussed three new federal-grant-funded videos that will run on Youtube videos and possibly at movie theaters. Becky Butler said Steve Walton is out sick. Carma Oaksmith said Fiscal is working on year-end. Archie Smith said he needs to update the board on mediation. He said he and Daleyn Coleman would be in Olympia on Jan. 26. Sheila Gray said she attended the Winlock Improvement Network meeting on Jan. 24. She said a from- scratch cooking workshop is planned for Jan. 27. She said she’ll be at a volunteer stewardship conference in Olympia on Jan. 27. Commissioner Fund said she attended the WSAC meeting in Olympia. She said unfunded mandates, property taxes, and public disclosure have been topics of discussion. She invited the group to a 1:30 p.m. Friday teleconference (held every other Friday). Steve Mansfield asked about flood authority. Commissioner Fund said the county could get $60 million. Erik said the Environmental Impact Study should come out sometime in the spring. Commissioner Fund said Ecology will soon open an office regarding the Chehalis Basin. Daleyn Coleman joined the meeting at 10:07 a.m. Becky Butler said a proposed bill would make properties used for senior centers exempt from property taxes. She also said a proposed bill would require offenders to submit more proof that they are indigent. Meeting ended at 10:09 a.m.
