2017-01-25 Meeting about grantMeeting about USDA grant January 25, 2017 3:06 p.m. Present: Commissioner Fund, Commissioner Jackson, Steve Wohld, Sheila Gray, Glenn Carter Guest: Harry Bhagwandin Recorder: Rieva Lester Harry Bhagwandin discussed an agritoursim grant. He said part of it would be to create and agritourism route. He said the IT department would work on that digital route. He talked about creating a TPA for funding. Harry said he wanted to know how his volunteer organization – representing incorporated and unincorporated areas – could move forward. Glenn Carter discussed the deliverable given to DLC was to develop the kiosks. Steve said $40,000 is for marketing and advertising, and $20,000 is for goods ($8,000 or $9,000 for the kiosks, with the remainder for radio ads, theater ads, etc.). Glenn said the county would just need to make sure there is funding for a match. The group discussed whether the creation of the kiosks is essential. Hardware, the kiosks, and the related software. Steve said there was roughly $11,000 through the kiosks. Harry said Lewis County gets big points grant-wise for being a distressed county. Product, marketing, training, structure. Steve asked if it was split into two pieces: the organization, and the map. Harry said perhaps a smaller match could be used to go for discretionary points. Harry then discussed the fiduciary signature authority sent in by Sheila Gray. He said it is prudent and wise to have a county employee as the fiduciary authority. He talked about adding the scope of work and deliverables. Sheila asked Harry if the $14,500 for project manager stands. Harry said he had $800 budgeted for oversight. The group discussed the timing of the grant submission. Steve Wohld said Centralia has indicated that the city is behind Discover Lewis County and will make a public push. Harry asked if a nonprofit sponsored the grant instead of the county, could the kiosks be used for match. Meeting ended at 4:05 p.m.
