2017-01-25 Meeting with HR and PA officeMeeting with HR and Judge Buzzard and PA office January 25, 2017 10:30 a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Daleyn Coleman, Archie Smith, Paulette Young, Glenn Carter, David Fine, Judge RW Buzzard Guest: Pam Shirer Recorder: Rieva Lester Pam Shirer read a statement (enclosed). Pam Shirer left the meeting at 10:36 a.m. Archie Smith said he wanted to hold the meeting in an effort to get the situation resolved. He said the county has the right to at-will terminate. He said that there’s still potentially risk involved, even with at- will termination. Glenn Carter asked whether Pam had made an offer. Archie said Pam sent a letter in early November asking for a severance of three months. The group said no determination had yet been made. Paulette Young said from a Risk standpoint, it may be best to offer a severance with a release. Judge Buzzard said staff members said they planned to leave if Pam Shirer stayed. Glenn gave an overview on the protocols of a complete release. The group talked about a county policy setting precedent on severance. Archie said all employees should have personnel files. Paulette left the meeting at 11:15 a.m. Commissioner Fund left the meeting at 11:18 a.m. Judge Buzzard gave an overview of presiding over court in Morton. He said the districting committee may need to revisit the issue. He said there are heating and recording concerns. Daleyn and Archie left the meeting at 11:26 a.m. Judge Buzzard discussed a potential position request. Judge Buzzard and David Fine left at 11:29 a.m. Commissioner Fund joined the meeting by phone at 11:34 a.m. At 11:35 a.m., the board went into Executive Session for 15 minutes to discuss potential litigation. Executive Session ended at 11:45 a.m. No decisions were made. Commissioner Jackson made a motion to offer Pam Shirer two months’ severance, including benefits on the condition of a full, complete release of all claims that cannot be revoked. Commissioner Fund seconded the motion. Motion passed 3-0. Meeting ended at 11:49 a.m.
