2017-02-06 Meeting with Erik MartinMeeting with Erik Martin February 6, 2017 2 p.m. Present: Commissioner Stamper, Commissioner Fund, Erik Martin, and Bob Guenther Recorder: Rieva Lester Bob Guenther of Industrial Park of Transalta (IPAT) joined the meeting by phone. Erik Martin gave an overview of a recent technical advisory committee meeting regarding the North Lewis County Industrial Access Project. Erik said some statements weren’t necessarily transportation items and would be filed under a “best practices” header. Erik said Alan and Matt were concerned about some false information that had been discussed. Erik said those false statements, such as the purported presence of buried ash, need to be recognized and addressed. Erik talked about programmatic plans featuring “practical design,” which would entail the best fit for specific projects. Erik also talked about Zenkner Valley routes. He said a computer program came up with several dozen alignments the county could look at. The cheapest were in the $25 million range. Erik said anything north of the bridge was a nonstarter. He said it would have to be further south. Erik said he’d like to take a closer look at Reynolds. Erik said Allyn Roe liked the idea of using Kuper Road. Bob Guenther said the $50.5 million was secured primarily to service the Industrial Park at Transalta and the ancillary roads. Erik discussed the need for public outreach. He talked about the strengths of the Reynolds Road option. Bob said that 507 would be similar to rail lines that served the timber industry in that 507 would service an industry that will be there for decades. Bob urged Erik to keep Sen. John Braun in the loop about the progress of the project. Bob left the meeting at 2:29 p.m. Commissioner Stamper, Commissioner Fund, and Erik Martin discussed the port. Commissioner Fund discussed Winlock’s water woes. Erik described the idea behind Mickelson Parkway. Commissioner Stamper talked about the proposed uses for the Winlock property. Commissioner Stamper said Larry has made headway on a property that could be tied in to the Scenic Byway for LTAC dollars. Erik talked about the possibility of harvesting the area, then possibly switching to a shorter tree for replanting. Erik Martin left the meeting at 2:56 p.m. Meeting adjourned at 2:57 p.m.
