2017-02-15 Central Services UpdateCentral Services Update February 15, 2017 1:05 p.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Steve Walton, Daleyn Coleman, Becky Butler Recorder: Rieva Lester Commissioner Stamper said he spoke with Mary Kay Nelson. Commissioner Jackson discussed a possible reorganization of Emergency Management and 911. Becky Butler said Cheryl Millman reports to Dave Anderson. She and Steve Walton said Cheryl has Incident Command experience. Becky said Cheryl’s successor could fill admin duties. Daleyn Coleman said changes would not affect Steve Walton’s job description. Commissioner Stamper asked about any salary increases. He said he would not support any budget increases. Becky said the bottom-line annual budget increase would be $6,000. She discussed the fact that the $6,000 wouldn’t necessarily be a hit to current expense because of rates. Becky said Steve Mansfield’s position was going to get rescored. Commissioner Jackson said he views Steve Mansfield as a potential architect of moving 911 off-site someday. Becky reminded the group that the county lost a director when Mike left. She said the duties were shifted, but the county never replaced the position. She said this move would not add a director. She said it would replace a position that has been left vacant. Commissioner Fund discussed the schematics of the proposal. Daleyn discussed the fact that Mansfield’s contract is up and this could be the opportunity to address that. Becky said the future of 911 is a huge obstacle that needs to be tackled now. She said if nothing gets done soon, current expense will have to step in to cover 911. Commissioner Jackson discussed Mansfield’s expiring contract as well as his institutional knowledge. Commissioner Fund asked what Steve Walton could take on in exchange. Becky discussed the finance system roll-out. Becky asked how someone can be asked to attend meetings day in and day out yet still have time to write policies and procedures. The group discussed the fact that Steve Walton is the Executive Director of the finance system implementation. The group discussed the fact that merging Emergency Management and 911 has been discussed in the past, including in the county’s Strategic Plan. Steve Walton said the relationship with the 911 user group appears to be headed in the right direction. He said progress has been made. Steve Walton praised Mansfield’s passion and fortitude. The commissioners agreed to continue exploring the idea. Meeting ended at 2:03 p.m.
