2017-02-22 Directors Update1 Directors’ Update February 22, 2017 9:05 a.m. Present: Commissioner Stamper, Commissioner Fund, Lee Napier, Tawni Shepherd, Steve Wohld, Archie Smith, Steve Walton, Becky Butler, Steve Mansfield, Carma Oaksmith, Sheila Gray, Erik Martin, Danette York, Paulette Young (by Skype), Commissioner Jackson Guest: Susan DeLaire Recorder: Rieva Lester Paulette said she would be in town the week of Feb. 27 and the following week as well. Erik Martin discussed a Notice of a hearing to consider proposals to adjust the transfer station fees. He said credit card fees and recycling fees are included. Erik Martin discussed a Notice of the intent to apply for a USDA loan for the Vader-Enchanted Valley Water system. Erik Martin discussed a Notice for the call for bids for the County Safety Program – Phase II – 2014 Road Safety Improvements, which includes projects at Coal Creek, Shorey Road, and Rush-Bishop. Erik Martin discussed a Notice regarding a franchise request submitted by Paradise Estates Community Club for water system facilities. Erik Martin discussed a Consent Item for the acquisition of additional right of way for the Cinebar Road Bridge repair project. Erik Martin discussed a Consent Item to approve a deed from the state Department of Natural Resources for an old Packwood dump site. The group discussed the need for a fence in the future. Commissioner Fund discussed a Consent Item to appoint the Chehalis River Basin Flood Zone District Advisory Committee. Erik Martin discussed a Public Hearing for proposed modifications to the Vader-Enchanted Valley Water system fee and rate schedule. Archie Smith discussed a possible late addition to the agenda: a resolution to adopt a revised affirmative action plan. Commissioner Fund made a motion to move four (4) Notice, four (4) Consent items, and one (1) Hearing to the Monday BOCC agenda. Commissioner Jackson seconded the motion. Motion passed 3-0. 2 Roundtable Steve Mansfield said the Tilton River erosion problem on Highway 7 has been stabilized. Commissioner Stamper said the river has moved back away from the site. He said Hampton checks on the site regularly and has the contact information in case of emergency. Steve brought up HB 1540, regarding providing notices for those who use language other than English (including sign language). Danette York said Health is working with the Chehalis School District regarding a chickenpox outbreak. She also said she’s received notification of mumps exposure. Danette said Chehalis has learned that the Coal Creek sewer project is moving forward. She discussed the need to re-sign a Fund 110 and Fund 190 agreement. Steve Wohld gave an update about the Project LEAP website. He also said the county’s new policy acknowledgement screen will go live sometime this week. Archie Smith discussed an HR Day on the Hill at which EEOC said video training is not enough. He said that’s why the policy acknowledgement screen is important. The group discussed what to do if an employee refuses to accept the terms of the policy. Becky Butler discussed recent PDRs and how to respond to those. Steve Walton said four new-hires have started at 911. He also said the elevator is working … again. Steve Walton invited the group to attend the first hour or so of the Feb. 23 finance system kick-off meeting. Carma Oaksmith said Fiscal will close for the kick-off meeting. She also said Fiscal is continuing its year- end work. Sheila Gray discussed a weather station event planned for 6 p.m. Feb. 23. Commissioner Fund discussed a House bill regarding public records requests. She said a bill on indigent defense would give very little help to counties. Becky Butler discussed a scale for indigent defense. Steve Wohld asked about HB 1123 regarding tourism. Commissioner Fund said the move is to have lodging tax to be structured for “heads in beds,” not festivals, etc. Commissioner Jackson said Napavine appointed Sullivan to the City Council at the Feb. 21 meeting. He also reminded the group about the push for Strategic Planning. He said the commissioners also plan to review the county’s mission statement. He asked the group to look over the previous Strategic Plan. Danette York asked if the commissioners plan to review the mission statement without seeking others’ input. Commissioner Jackson said other voices would be requested. Commissioner Stamper said he discussed PDRs during the Feb. 21 Industrial Commission meeting, at which he told the group about the incredible number of requests the county is fielding and the enormous costs associated with those, as well as the costs associated with indigent defense and jail medical. Commissioner Stamper also discussed the Tacoma Power dam situation. He said he hopes the newspaper will continue to hold Tacoma Power accountable. He said having the lake down 30 feet will have a huge impact. Commissioner Jackson said the boat launch area and swimming area would have to be re-examined. Steve Mansfield recommended reviewing the various resolutions, etc. regarding the dam and the surrounding area. The commissioners said a meeting is planned for 6 p.m. March 3 in Mossyrock to discuss the dam. 3 Meeting ended at 10:11 a.m.
