2017-02-23 Meeting with Steve Mansfield1 Meeting with Steve Mansfield February 23, 2017 11:07 a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Steve Mansfield, Steve Walton Recorder: Rieva Lester Commissioner Stamper said he had spoken with Sheriff Snaza, and he urged Steve Mansfield and Steve Walton to do the same. Commissioner Stamper said Sheriff Snaza indicated he viewed the proposal – having Steve Mansfield oversee 911 – as a natural fit. Steve Mansfield and Steve Walton discussed the need to involve the “ops” group. Steve Mansfield identified three areas that will need to be addressed: • The 911 staff • The “user group” • The media Steve Mansfield said it’s necessary for the “user group” to express confidence in Steve Mansfield’s ability to perform the duties. He said the group had felt slighted, and it’s important to garner the group’s support before moving forward. Commissioner Stamper discussed past practices and said the county is in the recovery / repair mode now. He discussed the need for work on a foundation from which to grow. Steve Walton said progress already has been made. He praised the skill set Steve Mansfield would bring to improve it even further. Commissioner Fund discussed events that fueled the fire of unhappiness in the past and how to move toward success. Steve Mansfield discussed the challenges dispatchers face: responding to someone who is caught in a crisis and then taking the information they provide and then presenting it to the first responders. He discussed the need for respect at all levels. Steve Walton discussed his involvement with the $1.1 million contract with Tyler for the new finance system. He said this proposal would allow more time to be devoted to that. The commissioners discussed his role as “Contract Administrator” for the finance system. 2 Commissioner Fund asked who would be the media contact regarding the new finance system. Steve Walton said Megan Sibbert will be the one with the answers. He said the Auditor’s Office will carve out space to allow Megan to work here. He said he will be the board’s liaison. Commissioner Jackson discussed the ways in which the proposal involving Steve Walton and Steve Mansfield is fiscally sound. Steve Walton said the move fits with the county’s goal of having 911 under one roof. The group discussed crafting a press release. The group discussed contacting HR. Commissioner Fund left at 11:55 a.m. The group discussed setting up a follow-up meeting for Monday, Feb. 27. Steve Walton discussed reaching out to “ops” group as well. Steve Walton and Steve Mansfield left at 12:16 p.m. Commissioner Jackson discussed efforts regarding reaching out to the port. Meeting ended at 12:28 p.m.
