Steve Mansfield said he is proposing three options. He said none of the options would include
retirement. He said it’s going to take some time to get policies and procedures in place.
Option 1: 32-F for six months, becoming 32-I after 12 months
Option 2: 32-H
Option 3: 32-I for two years with no increases
Steve said his contract had been set out as a two-year contract.
Archie Smith said the transition from sheriff to emergency management occurred left out the $800
retirement.
Archie gave a recap of history with hires. He then said this is a director contract, which would be market-
based. He also said he doesn’t want to do manager contracts.
Archie said the 5 percent rule plus the $800 would put Steve at 32-F.
Commissioner Jackson asked for clarification regarding the $800.
Becky Butler joined the meeting at 2:22 p.m.
Steve said he can help make real progress. He said much of the work centers on making employees feel
they’re being treated fairly and being respected. He said it’s important to have rules and procedures and
policies in place.
Becky Butler discussed the movement of the “retirement” funds in the budget.
Archie said a new contract would be created, and then it would go through resolution.
Commissioner Fund asked Becky to examine the budget impacts.
Steve said he sees the need for intervention.
Commissioner Jackson discussed the future benefits of having Steve Mansfield take the role now.
Commissioner Fund said she views it as a package, in that Steve Mansfield can do Emergency
Management while Steve Walton is focusing on the new finance system.
Archie said it shouldn’t be viewed that way because it’s a good plan on its own. He said it shouldn’t have
to be explained.
Commissioner Fund said the board will hold a press conference when it takes place.
Archie reiterated that the best way to approach the message is merely to say that this is in the best
interest of the county.

Archie and Daleyn stayed after with Commissioner Jackson and Commissioner Fund.
The group discussed questions for the Napavine applicants.
