2017-02-28 Meeting regarding NapavineMeeting regarding Napavine February 28, 2017 2:31 p.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Mark Scheibmeir, Erin Hillier, Jonathan Meyer, Glenn Carter, Steve Wohld Recorder: Rieva Lester The group discussed the procedures surrounding the noticing of the Napavine City Council Special Meeting, which was planned for 4 p.m. Rieva Lester said it was not posted on the website. Napavine City Attorney Mark Scheibmeir and attorney Erin Hillier joined the meeting at 2:44 p.m. Mark said he had received an email roughly 10 minutes ago indicating City Councilwoman Jen Slemp had asked the governor’s office to step in regarding the appointments. Mark said Keith Swenson from the governor’s office had requested the applicants’ information. The group agreed to delay or potentially cancel the Special Meeting. Mark suggested the BOCC or the Prosecuting Attorney’s Office contact the governor’s office to determine for sure whether the governor planned to intervene. Prosecuting Attorney Jonathan Meyer researched an RCW and asked whether Jen Slemp had reached out on her own or whether the full council was asking the governor to step in. At 2:49 p.m., Jonathan called Keith Swenson with the governor. He left a message on Keith’s voicemail. Mark said he would attend the night’s meeting and invite the City Council to recess. Glenn Carter asked for a copy of the petition Jen Slemp had filed. The county stands ready to assist. Mark asked if Jonathan wanted to speak about Position 2. Jonathan said he needed to further explore it. He discussed another case – possibly Jasman? – Grant County vs. the coroner. Mark Scheibmeir said that according to MRSC, Napavine City Council’s actions from last year are valid. He discussed concerns regarding Position 2. Jonathan said the Position 2 appointment could potentially be done during the Feb. 28 meeting. Jonathan also suggested Scheibmeir reach out to O’Rourke and Buzzard. The commissioners agreed to cancel the Special Meeting. Commissioner Jackson left the meeting at 3:01 p.m. Scheibmeir and Erin Hillier left the meeting at 3:05 p.m. Commissioner Jackson returned at 3:06 p.m. At 3:07 p.m., Commissioner Stamper announced that the Board would go into Executive Session under RCW 42.30.110(1)i for 10 minutes to discuss pending litigation. Executive Session ended at 3:17 p.m. No decisions were made. Meeting ended at 3:18 p.m.
