The group discussed OPMA rules concerning calls between commissioners.
The group discussed the use of press releases, press conferences, and the use of the BOCC legislative
meeting.
The group discussed the PDR records position as well as the Law and Justice PDR position.
The group discussed policies, procedures, and legal representation for public records issues.
The group discussed 505 Fund for PDRs.
Jonathan Meyer said he has requested a fourth civil deputy.
The group discussed the dam proposal taking the work of one full attorney. He said the funding for it
would be earmarked for the engineer hired for the work. Commissioner Stamper and Glenn said
clarification would be needed about the funding.
Jonathan asked if there had been any movement regarding contracts. Commissioner Stamper said the
board is working on it.
Glenn said Lee Napier indicated she had received a call regarding possible lawsuits about the county’s
stance on marijuana.
Janelle and Jonathan left at 2:47 p.m.
Glenn discussed a draft letter to Bill Fashing. He then discussed questions that would need to be
addressed regarding the dam proposal. He gave a handful of options the BOCC could explore.
At 2:58, Commissioner Stamper called Executive Session under RCW 42.30.110(1)(i) for 15 minutes to
discuss pending litigation.
Executive Session ended at 3:13 p.m.
Commissioner Fund made a motion to authorize Glenn Carter, as the attorney for Lewis County, to
respond to a settlement offer made by Brian Cortland. Commissioner Jackson seconded the motion.
Motion passed 3-0.
Commissioner Stamper discussed an upcoming meeting regarding fish.
Glenn Carter left at 3:21 p.m.
Commissioner Jackson said he would be available by phone for the March 8 morning meetings.
Commissioner Stamper discussed DNR timber harvest information given earlier in the day.
The group discussed the Senior Transition Team.
Commissioner Jackson left the meeting at 3:47 p.m.
Candy Hallom joined the meeting at 3:48 p.m.
Candy discussed the need for policies and procedures regarding job postings on Facebook. She also
discussed the need for a policy regarding social media.
Rachel Hunt joined the meeting at 3:55 p.m.
Meeting ended at 4:21 p.m.
