Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson (by phone), Lee Napier,

Archie Smith discussed a resolution regarding Affirmative Action.
Archie Smith discussed a resolution regarding on-call stipend for the radio services administrator.
Erik Martin discussed a resolution regarding Title VI.
Erik Martin discussed a resolution regarding a purchasing agreement.
Erik Martin discussed a hearing for the Vader-Enchanted Valley water system fee and rate schedule.
Erik Martin discussed a public notice for a call for bids.
Steve Mansfield joined at 9:14 a.m.
Commissioner Fund made a motion to move one (1) Notice, six (6) Consent items, and one (1) Hearings
to the Monday, March 13, 2017, BOCC agenda.
Commissioner Jackson seconded the motion.
Motion passed 3-0.
Roundtable
Lee Napier discussed the slaughterhouse property on Airport Road. She said work is being done to
secure Flood Authority funding. She said she is proposing removal of the structure.
Steve Mansfield said work continues on public damage assessment. He said he will meet with the “user
group” later in the week.
Steve Wohld said IT will update letterhead and business cards.
Becky Butler said the first budget amendment will be April 10.
Sheila Gray discussed a garden event and farm event held the previous weekend. She said she will be in
Canada the following week.

Commissioner Fund said a House bill regarding public disclosure passed the House and moves on to the
Senate. The group discussed the number of PDRs the county has received from one individual – more
than 200. Commissioner Fund said the new PDR position has been posted.
Commissioner Jackson welcomed Steve Mansfield to his new position.
Commissioner Stamper discussed DNR’s sustainable harvest plan. He said Fish and Wildlife determines
which option to choose based on the marbled murrelet. He said roughly 55 percent of harvestable
timber will be tied up with habitat. Commissioner Stamper also discussed Tacoma Power.
Commissioner Jackson said Napavine swore in the BOCC’s three appointments. He said he’d heard the
two incumbent council members skipped the meeting.
Meeting ended at 9:41 a.m.
Most of the group left.
Commissioner Stamper, Commissioner Fund, Erik Martin, Archie Smith, Becky Butler, and Linda Williams
stayed behind.
Archie Smith asked about a pay increase request. The Board instructed Archie to explore some
comparables.
Bobby Jackson joined the meeting by phone at 9:48 a.m.
