2017-03-14 Update with CDY:\Board Packets\Update Minutes\2017\03 - March (March 6-April 2)\Week of March 13\CD Mar 14\2017 03-14 Update with CD .docx Agenda for BOCC Update Department: Community Development Date: 03/14/2017 Time: 9:00am Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, Lee Napier, Glenn Carter, and Pat Anderson Note Taker: Pat Anderson Issues from previous meeting(s): Covered below Updates and Hot Topics: i) Permit Process Lee stated that recently permit process issues have come up and she asked the Commissioners if there was a way she and her department could communicate better and how much information or how much detail the Commissioners desired. Commissioner Stamper stated that the issue with the Hearing Examiner is the first time a Hearing Examiner issue had come up. The next time he will know to ask more questions. The concern with Mr. Hubbard was that he did not know the process since he is not a builder and the water issue was out of his realm. Lee shared the project timelines with the Board. The project started in June with a pre-submission conference. In November the applicants submitted a special use permit which also included SEPA, noticing, and setting a hearing date with the Hearing Examiner. Hearing Examiner set the hearing date and when the hearing was concluded, Mr. Scheibmeir, gave an idea of what his decision would be when formally issued. By the middle of February-after the Hearing Examiner hearing- they knew the project would be approved. At that time the water system design was submitted, along with a building permit application. Everything seemed to be proceeding until the applicant requested the building permit be issued prior to a decision on the Group A water system from the state. Commissioner Stamper spoke to the issue of the LAMIRD and the Growth Management Act in Packwood and the steps that need to be taken. Lee stated Fred Evander would prepare a talking point chart. She stated that Lee Grose was disappointed that the PGC did not address a sewer system in Packwood and she explained that that is not the role of the PGC. When changing boundaries related to an UGA or the establishment of one, that action must show the availability of infrastructure and in the case of Packwood-a sewer system. Lee stated the past Board made a conscious decision that Packwood sewer is a Water-Sewer District project be managed by that entity with the support of the community. Fred is revising the comprehensive plan and capital facilities are a part of the plan. Commissioner Stamper stated there are some people who do not want a sewer system and don’t want to pay for it. Lee stated the community needs to know it is a community project and get them on board. The County can’t do that and the water district is not in a position to do it, either. Commissioner Stamper stated he would speak to Maree Lerchen and let her know that there is a little money in place to get started; perhaps she would head up a steering committee. Lee handed out copies of the permit stats which tells the number of permits issued for three years along with the evaluations. It was created by commissioner district and she asked if this was helpful. Commissioner Jackson stated he did not understand the chart. He did not particularly care about the district but he liked the overall numbers. He stated it looked like total permits are down for the year; evaluations are down but more in fees have been collected. Commissioner Fund did not think the chart was necessary, either. She can get the information by looking at the numbers. Lee confirmed that the Commissioners want to know we are making money, how busy we are, what we are issuing and what we are taking in, and perhaps highlight what has happened during the month. Commissioner Jackson stated that this information would be helpful to tell someone what Community Development is doing. Lee stated Cheryl is looking to see how long it takes to get a permit out the door; we are striving for 3 weeks. She will have the team work on a different type of report. Commissioner Jackson asked if a high level of permitting takes precedence. Lee stated that senior staff work on higher level projects. If it is subject to a timeline that is part of the prioritization. With that said, staff is also cognizant of high profile cases. A recent a high profile case, is Jester. Community Development staff recognized when the process was not moving smoothly and brought attention to it. In the case of Jester, the permit submittals and designs were turned in with a quick turnaround. However, the initial designs were not compliant with codes; therefore, comments were submitted back to applicant’s engineer for redesign. Commissioner Jackson stated making the effort and asking questions is a good start. He would like to be able to take a sheet to the developers so he can explain the information and let them know that 3 weeks is normal, and that the backlog can be explained.
