2019-12-02 BOCC Wrap-UpBOCC Wrap-Up December 2, 2019 9 a.m. Present: Commissioner Jackson, Commissioner Stamper, Commissioner Fund, County Manager Erik Martin, Josh Metcalf, JP Anderson, Jonathan Meyer, Eric Eisenberg, Lara McRea, Becky Butler, Candace Hallom Guests: Peter Lahmann, Dr. Lindsey Pollock Recorder: Rieva Lester Commissioner Stamper made a motion to add the debris removal project call for bids to the day’s Business Meeting agenda. Commissioner Fund seconded. Motion passed 3-0. Eric Eisenberg proposed leaving the name search feature on the Parcels site and to hire a wills, trust and estate planner to come up with a packet explaining how to purchase property while maintaining anonymity to offer protection to domestic violence victims, etc. Commissioner Jackson suggested including information on the Commissioners’ website and the Assessor’s website. The commissioners supported the proposal. Erik Martin proposed holding a ceremony celebrating the future installation of the Purple Heart County signs. The commissioners supported the proposal. Erik said he is reaching out to Water-Sewer District 2 regarding its notice to District 5 residents that service could be cut off if District 5’s bill is not paid. Eric discussed action the county could take to prevent District 2 from doing so, noting that causing the disruption could put District 2 in violation of county code. Erik said he would reach out to District 2 to try a diplomatic approach before resorting to having the PA’s Office draft a letter about potential lawful action. Eric discussed reaching out to District 2 to offer to negotiate possible terms that could be retroactive if the county were to take over District 2. JP Anderson left at 9:20 a.m. Candace Hallom presented a request to convene on behalf of the Board of Equalization (BOE), noting that the BOE must seek authorization to hold hearings outside the July 15 window. The commissioners approved the request and signed the document Candace presented. Candace left at 9:22 a.m. Jonathan Meyer discussed recent court action regarding I-976. He said the next step will be a summary judgement and that it likely will go to the Supreme Court. Josh Metcalf said state monies tied to car tab fees for projects across the state, including Lewis County’s Mickelsen and Rush Road interchange projects, are on hold until the car tab fee situation is sorted out. Eric and Jonathan left at 9:30 a.m. Commissioner Jackson discussed having Becky Butler join the Lewis County Seniors Board as a non- voting member. Commissioner Fund shared apprehension about having the county join the board since it is a private board that requests county dollars. She asked to discuss it again the following week. The commissioners discussed their calendars, including Bill Fashing’s visit planned for later in the day. Commissioner Fund left at 9:44 a.m. Meeting ended at 9:47 a.m.
