2017-04-04 Prosecutors UpdateProsecutor’s Update

Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Glenn Carter, Eric
Eisenberg, David Fine, Jonathan Meyer. Also present Melissa Bohm, Paul Masiello, and Will Halstead.

Jonathon introduced attorneys in his office who head the union negotiation piece. Jonathon asked the
opportunity to give the attorneys an update on the status of their request.
Commissioner Stamper stated we have been looking into it but unfortunately he needs to speak further
to Becky Butler. The Commissioners are looking at the numbers to see what is best. One of the options
the Commissioners are looking at is moving the position on the salary grid rather than giving a COLA.
Commissioner Fund discussed the Counties concerns regarding the legislation budgets.
Jonathon Meyer stated he has been working with Senator Braun and doesn’t not feel there will be a
large impact on the local budget.
The BOCC does not have an answer today. They would like to wait to see what happens with the
Legislative Budget.
PDR Attorney
Eric discussed the need to hire a PDR attorney.
Jonathon Meyer discussed the needs to have a full time attorney to cover PDRs.
Commissioner Fund stated of all the issues we have the PDR attorney is one of the top on our list.
ATV
Eric Eisenberg stated we have been working on an Ordinance on ATV piece. He informed the BOCC that
it will be very expensive. To avoid liability there will need to have signage. The signs are around $400 a
sign.
Gary Stamper stated there is money available through the ATV Licensing.
Eric stated without the signs we could get sued if someone hits someone. He wanted to make sure the
BOCC was aware of the cost. The Sheriff’s Office is also concerned that they need funding to cover the
locations.
Commissioner Fund asked if there was an estimate of the cost.
Eric said the preliminary map there are a number of roads. Eric wonders if the county did a pilot project
to get an idea of the cost.
Commissioner Stamper discussed FERC with Tacoma Power. Tacoma Power has never officially
submitted amendments or plan to FERC. They have recently submitted a letter to FERC.
At 3:00 p.m., Commissioner Stamper announced that the Board was going into Executive Session under
RCW 42.30.110(1)(i) for 20 minutes to discuss pending litigation.
Executive Session ended at 3:20 p.m. No decisions were made.
Commissioner Fund discussed the noise ordinance.
Commissioner Fund spoke with Glenn Carter about Jim Kramer wanting to meet to talk about how we
are setting up permitting for the Chehalis Basin Flood Zone District.
