Present: Commissioner Stamper, Commissioner Jackson, Arny Davis, Carma Oaksmith, Suzette Smith,
Steve Walton, Dianne Dorey, and Marcie Miess.

Carma discussed the credit cards being used for items that are not necessary.
Commissioner Jackson asked if there is a way to pay these credit cards electronically.
Suzette Smith stated we can but the way we get the invoices now restricts our ability to do so.
Commission Stamper asked if there was a local bank that we could use.
Suzette Smith stated it may help but the card are being used for convenience and not according to
County Policy.
Suzette Smith recommended revising the credit card policy.
Commissioner Jackson stated we should look at negotiating with another company to see if we can get a
better company to work with.
Carma Oaksmith stated the easy way would be to get Suzette’s team the audit ready vouchers.
Arny Davis stated, we have a strong banking relationship with Columbia State Bank, we should do some
interviews and get some people who could give us some answers.
Arny Davis agreed to look into it further.
Commission Jackson would like to see the vendor requirement to be placed back in the policy.
Suzette stated that once munis is up and running that this will no longer be an issue.
Steve Walton recommended trying to renegotiate with US Bank and we can see how it works with
munis.
It was decided that there is a need to review the policy and speak to the elected’s at the next ESC
meeting asking them to not pay with a credit card when the county has an established vendors. It was
also decided that Arny Davis will work on negotiating with US Bank and also looking into other options.
