Commissioner Fund called the meeting to order.
Commissioner Jackson made a motion to approve the March 2017 minutes. Scott Tinney seconded.
Motion passed.
Melanie Case gave a presentation about recycling events taking place in celebration of Earth Day. She
also gave an overview of what can be recycled in the county’s bins. She said the free disposal voucher
begins May 1.
Megan Sibbert gave an overview of the Munis analysis sessions that have taken place. She said IT is
working to update the Leap website. She said the calendar may be tweaked as the county continues to
wade through what the program can do.
Megan left at 8:31 a.m.
Commissioner Jackson said he is working on a workshop for Strategic Planning and hopes to have an
email about it out by the week’s end.
Commissioner Fund discussed a letter Sen. Braun sent regarding unfunded mandates. Becky Butler said
she would use 2009 information as a springboard to create a form on which the group can submit
updated information. She asked that information be submitted by Tuesday. Commissioner Fund
discussed the various unfunded mandates, including one that could require extra work for ballot boxes.
Suzette Smith discussed the enormous costs the ballot boxes would force the county to absorb for the
boxes themselves and the staffing to lock the boxes or retrieve the ballots.
Erik Martin asked if the commissioners wanted underfunded mandates listed too. Commissioner Fund
said to list underfunded mandates as well.
Dianne Dorey discussed how the Hirst decision could cripple counties.
Lee Napier said there are some fixes proposed, but that those are tied to the state budget, which is
stalled in the Legislature. Lee then gave an overview of what the Hirst decision entails. She said the Hirst
decision has halted development in many areas.
Commissioner Fund said Sen. Braun included monies for Winlock infrastructure in the budget. She urged
the group to write the House of Representative members in support of funding the project.
Commissioner Fund told the group about the public disclosure bill headed to Gov. Inslee’s desk.
Commissioner Jackson talked about his interactions with Rep. Walsh. He said the two spoke about
unfunded mandates, especially indigent defense. Commissioner Jackson said he and Rep. Walsh plan to
work on a draft bill for next year.
Becky Butler gave an overview of the county budget. She urged the group to be fiscally conservative.
She said the county will need to talk about how to conserve now to avoid later woes.
Commissioner Stamper gave an overview of his trip to Washington, D.C., during which he met with
leaders to discuss Secure Rural Schools and timber harvests, among other topics. He discussed a letter-
writing campaign taking place.
The group discussed possibly leaving positions dark short-term until the leaving employees’ sick time
and vacation costs are absorbed.
Steve Wohld discussed creating a “commitment to work” contract.
Sandi Andrus arrived and Danette York left at 8:55 a.m.
Commissioner Fund discussed the Blue Ribbon Task Force.
Meeting ended at 8:57 a.m.
