2017-05-09 Senior Transition Team meetingSenior Transition Team meeting May 9, 2017 1:12 p.m. Present: Commissioner Fund, Commissioner Jackson, Commissioner Stamper, Becky Butler, Danette York, Steve Walton, Glenda Forga, members of the Senior Transition Team (including Michelle Whitten, Bill Marshall, Jim Henderson, Jan Kramer, Jeff Millman, Jo Ann Porter, Mona Rae Fish and Zora DeGrandpre) Guests: Susan DeLaire, Justyna Tomtas Recorder: Rieva Lester Glenda Forga told the board that the Transition Team has proposed to the Lewis County Seniors Board to allow the Transition Team to change the 501(c)3 to move from fundraising to governing. Glenda asked if there were any legal documents indicating that the Packwood property would revert to the Packwood Improvement Club. Becky Butler said she has sent all information to Glenn Carter and Glenda Forga. Glenda asked if there were any legal binding agreements regarding the Packwood site. Commissioner Stamper said he’d had conversations but that nothing was set in stone. Glenda asked if the commissioners would be willing to transfer ownership of the Morton, Winlock, Packwood, and Twin Cities properties to the 501(c)3. She asked if the county would be willing to subdivide the Twin Cities property. Commissioner Stamper said he would be inclined to say yes, if it’s legal. Commissioners Jackson and Fund agreed. Glenda said the county owns Morton and Winlock outright. She said she’s confident those would be easy to move forward with. Glenda said she has heard that the Packwood Improvement Network (PIN) has indicated it would like to open a restaurant at the site instead of moving forward with a senior center. Danette York said the county should reach out to PIN to ask their plans. Commissioner Fund said the county would need to discuss it with attorney Glenn Carter. Packwood resident Zora DeGrandpre said a “part-time” center is not what the residents of Packwood want. Danette York left at 1:33 p.m. Glenda said the legal information is needed by next week. Bill Marshall said he has set a deadline of June 30 to determine the legalities regarding the various properties. Glenda discussed the importance of the Twin Cities facilities. She discussed the clubs, organizations and other groups that use the Twin Cities. She asked if the county could subdivide the property or lease the entire building. Jim Henderson said the group needs a home base. Glenda said the center plans to introduce bingo at the Twin Cities center. Glenda asked if the county would allow the county’s legal team to assist with all paperwork for transferring the property to the nonprofit. Commissioner Fund said the county would have to have legal involved. Glenda asked if the county would leave all dishes, furniture, fixtures, computers, etc. behind. Commissioner Stamper said the furniture and computers, etc., would be left behind. Becky Butler said it would be a question for the legal team. Glenda said she would need the questions answered within the next two weeks. Commissioner Jackson said he will attend future Senior Transition Team meetings to act as a liaison. Glenda said the committee appreciates the county allowing the staff and the seniors to have a say in the seniors’ future. Glenda discussed the freedom being a nonprofit would give the seniors for outreach, fundraising, etc. Meeting ended at 2 p.m.
