2017-05-24 Meeting with Shad HailMeeting with Shad Hail (Juvenile Court) May 24, 2017 1:24 p.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Juvenile Court Administrator Shad Hail, Juvenile Detention Manager Chuck West Guest: Linda Williams Recorder: Rieva Lester Shad Hail gave a brief overview of Juvenile’s budget. He said high turnover has created vacancies. He said he also has been cautious about hiring as he watches the McCleary decision. Shad said that of Juvenile’s 30 positions, 18 positions have had vacancies in the last three years. Shad said Juvenile is responsible for the medical care for all juveniles in county care. He said the court averages 1.5 intakes a day. He said 90.1 percent of the moderate- and high-risk juvenile offenders are using drugs, 67 percent are using alcohol, and 57 percent should be taking mental health medication. Shad said there is no on-site doctor. He said an on-call doctor approves or denies the child’s medications. Shad said he has grave concerns about six points: The lack of medical screenings, the delivery of medications, medication interactions, medical emergencies, Emergency Room use, and ongoing medical care. Shad said the current contract with Children’s is $3,600 annually. He said he has devised a potential solution that would cost $15,000 annually. Under the proposal, NW Pediatrics would provide a nurse five days a week to lay out meds. A doctor would come twice a week to provide intake screenings, TB tests and physicals. NW Pediatrics also would help with billing and would allow use of their seven-day-a- week clinic. Shad said startup costs would include $5,000 to retrofit the screening room and $1,000 consultation to sit with two doctors and write policies and procedures. The cost would then be $15,000 annually. The commissioners told Shad to move forward with his proposal. Commissioner Jackson left at 2 p.m. The group discussed the ownership / lease agreements for Juvenile. Meeting adjourned at 2:09 p.m.
