2017-06-05 Meeting with Sheriff Snaza FINALMeeting with Sheriff Snaza June 5, 2017 Meeting start time- 4:07 p.m. Attendees: Commissioner Fund, Commissioner Stamper, Commissioner Jackson, Sheriff Snaza, Undersheriff Rethwill, Erik Martin, Tim Mixer, Steve Walton, Becky Butler Recorder: Rachel Hunt and Rieva Lester Commissioner Stamper called the meeting to order. Erik Martin mentioned a previous meeting during which the status of the Sheriff’s fleet was discussed. Sheriff Snaza outlined purchases of vehicles from prior years. The group discussed current purchasing practices from ER&R and the current status of vehicles in the fleet. The Undersheriff explained why fleets with high-mileage vehicles being used for emergency response leads to liability and the potential for accidents. Commissioner Fund asked for clarification on the number of road patrol vehicles that have over 150,000 miles. Sheriff Snaza explained how they are currently still using the vehicles with high miles in the fleet. Commissioner Stamper asked for further clarification on the mileage on several fleet vehicles. The group discussed the average for other counties within Washington. The group discussed the resale value of various vehicles within the fleet. Sheriff Snaza explained why they purchased trucks as opposed to traditional vehicles. Sheriff Snaza explained how the Sheriff’s Office cut down time and cost by purchasing vehicles with lights already installed. The group discussed the ER&R balance. The group discussed previous purchases of vehicles. Steve Walton added input on the previous purchase rate. Rieva Lester joined the meeting and Rachel Hunt left at 4:59 p.m. Becky Butler left at 4:59 p.m. Steve Walton discussed the mileage at which vehicles used to be replaced. Wes said it’s important to have a limited number of spares available. He said one of the worst things you can do with a vehicle is to let it just sit. Wes said there is a spare K-9 vehicle and a spare Ford Explorer. He said there will be one new spare once the three Interceptor Utilities are taken into account. Sheriff Snaza said he’d love to see a rotation of 140,000 or 150,000 miles. Wes said the Explorers have all wheel drive capability. Steve Walton encouraged the sheriff’s office to do anything possible to lessen the impact on the 2018 budget. Tim Mixer said the Ford Explorers come in at a little over $40,000 with the road package. Sheriff Snaza said that’s a guaranteed 140,000 miles, whereas the Chargers’ mileage is an unknown. Erik Martin said mechanically the cars are working well into late miles. He questioned where to draw the line from a safety standpoint. Wes said job applicants aren’t going to want to work for a county that isn’t willing to invest in decent equipment. Sheriff Snaza said his wish list, if purchasing six vehicles in 2018, would be two trucks and four Ford Explorers. Meeting adjourned at 5:19 p.m.
