Commissioner Jackson made a motion to move one (1) Presentation, one (1) Notice, two (2) Consent
items, 13 (thirteen) Deliberation items, and one (1) Hearing to the Monday BOCC agenda.
Commissioner Fund seconded the motion.
Motion passed 2-0.
Commissioner Fund discussed a Recognition for volunteer Jerry Grill.
Becky Butler discussed a Notice of Hearing for the 2nd 2017 Budget Amendment for Current Expense
and Other Funds. She said she is still finalizing the data.
Danette York discussed a resolution to reappoint Graham Spahn, Randy Tobler, William Anholt, Melanie
Wirkkala, and Jeff Warren as regular members and appoint Gary Graveline as alternate member to the
Veterans' Advisory Board.
Steve Walton discussed an agreement with CB National Inc. for the proposed purchase of a temporary
easement and perpetual easement over property located in Chehalis.
Erik Martin discussed the following:
• The proposed sale of surplus property located at 2126 Lincoln Creek Road in Centralia
• Ratifying a consultant contract with PBS Engineering and Environmental over $40,000 for an
active Public Works project
• Approving an interlocal agreement with the City of Mossyrock regarding work performed by
county crews
Lee Napier discussed the following:
• Appointing Lorie Spogen to the Planning Commission
• Approving a third supplemental agreement with Kramer Consulting
• Approving Amendment #1 to Interagency Agreement RCO #17-1164 with the Washington State
Recreation and Conservation Office (RCO)
• Approving a fifth supplemental agreement with SBGH-Partners LLC
• Approving a Sixth Supplemental to a Professional Services Agreement with French & Associates,
LTD
• Approving Amendment #6 to Interagency Agreement, RCO# 15-1475, with the Washington State
Recreation and Conservation Office (RCO)
• Approving Amendment #5 to Interagency Agreement, RCO# 15-1475, with the Washington State
Recreation and Conservation Office (RCO)
• Approving the Thirteenth Supplement to Personal Services Agreement with WEST Consultants
Inc.
Erik Martin discussed a public hearing to review project performance on the Lewis County Water District
2 (LCWD2) Water System Plan Update.

Becky Butler urged the group to continue to be conservative with budgets.
Commissioner Jackson left at 9:15 a.m.
Commissioner Jackson returned at 9:21 a.m.
The group discussed cost-saving measures, such as buying in bulk.
The group discussed policies requiring travel to be approved in advance. The group also discussed
policies requiring employees to use county cars for travel and policies regarding travel companions.
Commissioner Jackson left at 9:28 a.m.
Lee Napier said Community Development would like to nominate Lakeside for an asphalt award for the
airport.
Danette York said she would be at a conference the following week.
Steve Wohld discussed the fair’s new website.
Susan DeLaire asked for clarification about companion travel. Paulette Young said allowing a non-county
employee to travel with a county employee is against county policy but that in rare instances, a director
can override that.
Commissioner Fund said the fair commission has a vacancy.
