Commissioner Fund discussed an MOU with the Health Care Authority (HCA). Glenn Carter discussed the
state’s request for match data. Glenn asked whether it would foreclose any other opportunities. Eric
Eisenberg asked if there would be a requirement to produce new matching funds for the federal
government. The group discussed the Republicans’ proposed federal budget and the potential of
significant cuts to Medicaid.
Jonathan Meyer said the PA’s office is looking into grants for training.
Salaries and negotiations: Jonathan asked about the 2016 and 2017 contracts. Archie Smith said he has
given a last, best, and final offer and has not yet heard back from the unions.
Commissioner Fund left at 9:14 a.m.
Commissioner Stamper said Archie and Daleyn Coleman will continue to be at the table.
Legal assistant reclassification: Jonathan said Juvenile recently reclassified a legal assistant position. He
said he will look at his legal assistant positions in response.
Commissioner Fund returned at 9:17 a.m.
WAPA recognition: Jonathan said he presented training recently. He said he has been contacted by
Cowlitz and Wahkiakum counties regarding providing assistance.
Hank update: Jonathan said a 30-day stay was issued by agreement. He then gave an overview of what
happened the previous week. Jonathan said the 30-day stay can be extended if needed.
County action in response to Flood Control Zone District action: Eric said he would like to express that
the county is not going to be a sponsor but rather that the district is the sponsor. The BOCC also would
need to rescind the advisory board committee to allow the Flood Control Zone District to pass its own
resolution appointing advisory board committee.
Daleyn left at 9:30 a.m.
Eric suggested calling the Flood Control Zone District “The District.”
Archie left at 9:32 a.m.
At 9:35 a.m., Commissioner Stamper announced that the Board was going into Executive Session under
RCW 42.30.110(1)(i) for 20 minutes to discuss pending litigation.
At 9:55 a.m., the Board extended Executive Session for 5 minutes.
Executive Session ended at 10 a.m.
No decisions were made.
