Lee presented the permit trackers to the Commissioners. She indicated
applications and issued permits continue to be up from this time last year 2. Building Code Update Doyle reviewed the proposed changes with the Board. The following
questions were asked:
• Do updated code make it more difficult to get permits? Generally
no. The Energy Code is the most substantive change that might be more difficult for builders.
• Does the energy code requires a blower door test? Yes. This is an
extra cost to the homeowner. Doyle explained this test to the
Board.
• Are there variances or deviation to code when the conditions
warrant that option? Yes. The Building Official has that discretion.
• Is everything applicable to Lewis County?
Doyle explained the code composition is the Internal Code as the foundation
together with the work by WABO on the Washington State Codes.
The draft ordinance proposes replacing the volunteer Board of Appeals with a contracted Hearing Examiner. The benefit is that for the occasional call, a
hearing examiner is more readily available.
