2017-07-19 Directors Update1 Directors’ Update July 19, 2017 9:16 a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Tim Fife, Lee Napier, Becky Butler, Danette York, Steve Walton, Daleyn Coleman, Steve Skinner, Steve Wohld, Paulette Young (9:22 a.m.), Erik Martin (9:41 a.m.) Guests: Maureen Harkcom, Justyna Tomtas, Susan DeLaire Recorder: Rieva Lester Sheila Gray discussed an award she recently won. Tim Fife discussed a resolution to accept a change in Roundtree Road. Lee Napier discussed a resolution to set a hearing date to consider amendments to LCC Chapter 15.05, Building Codes. Danette York discussed a resolution to approve a contract with the Washington State Department of Social and Health Services (DSHS), Developmental Disabilities Administration (DDA), to provide services to individuals with developmental disabilities. Steve Skinner discussed a resolution to authorize the execution of a third Amended Interlocal Agreement regarding the closure of the Centralia Landfill. Lee Napier discussed a resolution to approve Amendment #1 to Interagency Agreement RCO #17-1164 with the Washington State Recreation and Conservation Office (RCO). She said the resolution may have to be held. Lee Napier discussed a resolution to restrict outdoor burning throughout unincorporated Lewis County. Tim Fife said he would add two bid awards to be moved forward Monday, July 24. Rieva Lester said she would add a resolution for .09 funding as well. Commissioner Jackson made a motion to move two (2) Notice items, two (2) Consent items, and four (4) Deliberation items to the Monday, July 24, BOCC agenda. Commissioner Fund seconded the motion. Motion passed 3-0. 2 Erik Martin joined at 9:41 a.m. Tim Fife said Public Works is busy filling potholes. Lee Napier discussed the Master Plan. She said a draft will be returned within the next couple of weeks. She said it will require a code change. Becky Butler discussed budget worksheets. Sheila Gray invited the group to a Friday Farmers’ Market. Rieva Lester reminded the group of the agenda deadline and the need to include start and end times on meeting minutes. Steve Skinner said the Centralia Transfer Station will be closed as new scales are installed Aug. 19. The majority of the group, including Commissioner Jackson, left at 9:58 a.m. Commissioner Stamper, Commissioner Fund, Becky Butler, Steve Walton, Lee Napier and Erik Martin remained. Lee Napier and Commissioner Stamper discussed the permitting process while Erik Martin and Commissioner Fund discussed a traffic control position that had been filled by Tim English. Commissioner Stamper left at 10:18 a.m. Commissioner Stamper and Commissioner Jackson returned at 10:26 a.m. Steve Walton told the board Jen Slemp resigned from the fair board. Becky Butler discussed the Budget calendar. She said suggested dates for department meetings are Sept. 12, 21, and 28. Commissioner Jackson said he would make the dates work. Commissioner Jackson left at 10:35 a.m. Commissioner Fund said she has a flood meeting Sept. 21. The group discussed the troubles Mason County and Pacific County face. Commissioner Jackson returned at 11:04 a.m. Meeting ended at 11:11 a.m.
