2017-07-25 Meeting with Prosecutor1 Meeting with Prosecutor July 25, 2017 9:21 a.m. Present: Commissioner Stamper (by phone), Commissioner Fund, Commissioner Jackson, Glenn Carter, Paul Masiello, Archie Smith, Daleyn Coleman, Jonathan Meyer, Janelle Kambich, William Halstead, David Fine Guest: Sharyn Decker Recorder: Rieva Lester Paul Masiello discussed the DPA Guild Contract. He said a formal offer for 2016 and subsequent years has not yet been made. Paul said public defenders will ultimately get a 30 percent increase and police are receiving 2 percent increases annually. He said medical and retirement costs are increasing. William Halstead said he hasn’t heard if there’s a formal offer. He said his understanding is that police medical is covered at 97 percent. He said the guild is asking for the one grade increase for 2016. He said the guild would agree to the offer presented to the other groups “as-is.” Archie Smith thanked them for the information. Commissioner Stamper said he asked for the information regarding the costs associated with the increase. Jonathan said there still is no proposal for the attorneys. Archie and Daleyn Coleman said they would schedule a follow-up meeting with the commissioners. Commissioner Fund discussed the budget constraints facing Lewis County and other surrounding areas. William, Paul and Daleyn left at 9:36 a.m. Jonathan gave a personnel update. At 9:38 a.m., Commissioner Fund announced that the Board was going into Executive Session under RCW 42.30.110(1)(i) for 15 minutes to discuss pending litigation. Executive Session ended at 9:53 a.m. Commissioner Stamper returned by phone at 9:54 a.m. Commissioner Fund made a motion to authorize the Prosecuting Attorney to extend a Defendant’s Offer of Judgment, as presented in draft form, to Joseph Thomas, the attorney for plaintiffs Brian Cortland and Brian Green. Commissioner Stamper seconded. Motion passed 3-0. Meeting ended at 9:55 a.m.
