Union discussion
At 9:07 a.m., Commissioner Stamper announced the board would hold private union discussions for
10 minutes.
At 9:17 a.m., Commissioner Stamper extended private union discussions for 5 minutes.
At 9:22 a.m., Commissioner Stamper extended private union discussions for 8 minutes.
Private union discussions ended at 9:29 a.m. Wes Rethwill left at 9:29 a.m. Daleyn Coleman left at 9:30
a.m.
The regular meeting resumed at 9:30 a.m. with all three commissioners, Steve Walton, Becky Butler,
Linda Williams and Justyna Tomtas returning.
Budget process
Community Development: The board said to keep the transfer at the 2017 amount.
Prosecutor: The board said to deny the prosecutor’s request for a $1,700 limitations increase, which
would be offset.
Sheriff / jail budget meeting: The board said to schedule a meeting regarding year-end and use of all
appropriations. Loss in jail due to Mason County contract.
Coroner: Will exceed appropriations by $20,000 for pathologists and autopsies. Information only.
Current expense: $650,000 in requests beyond limitation, which includes the sheriff’s request for
fingerprint machine and two additional positions and the prosecutor’s request for one additional
position.
Becky said the rough numbers show a difference between revenues and expenditures of approximately
$1.2 million.
Becky said the 2017 end-of-year use of reserves appears to be $633,000.
Budget meeting dates
Budget meetings are set for Sept. 12, 27 and 28.
Schedule meeting to discuss Flood Control Zone District funding source with Glenn Carter and Suzette
Smith.
Historic Preservation funds
Commissioner Stamper and Commissioner Fund said no funds have been allocated for 2017. They said
there are three possible projects for 2018.
Citizens Advisory
Schedule an orientation with the individuals who submitted applications.
Salary spreadsheet
The commissioners discussed how to list salaries, whether by name annually or by positions.
The commissioners said to show the salary range by position.
Distressed Counties projects
Removing the $800,000 for the project as the company is remaining in Arizona.
Becky said the State Auditor’s Office is focusing on Distressed Counties and is seeking information on
how various projects tie to economic development. Becky said the EDC vets the requests before
presenting them to the board.
The board said to have Erik Martin be the contact regarding developing a contract with J. Vander Stoep.
