Commissioner Jackson began the meeting with introductions.
Becky Butler outlined why the BOCC decided to have a citizen advisory group.
Commissioner Fund reiterated how the County has 77 separate funds and various unfunded mandates
making the process very different from someone’s home checkbook.
Commissioner Jackson outlined other costs affiliated with the County budget such as rising insurance
costs.
The group discussed current DNR practices and revenue.
Linda Williams discussed how there is a need for public understanding of how the budget process at the
county level works.
Ron Averil discussed how previously there was manual that explained the different funds.
Bill Marshall mentioned how his approach is to look at what the proper function of the government is.
Mitch Townsend discussed his ideas for revenue creation, communication and his
employment/education background.
Becky Butler outlined the calendar for the budget meetings. She continued by discussing the OPMA and
PDR requirements with the advisory group.
Commissioner Jackson stepped out of the meeting at 4:30 p.m.

Becky Butler discussed the recommended amounts for counties to have in their reserve fund.
Mitchell Townsend expressed a desire to further meet with the BOCC to brief the Board on potential
revenue ideas.
