2018 prelim budget: Revenue: $639,896, expenditures:
$1,233,739; FTEs: 15
Revenue review
Scott Tinney discussed court cost reimbursements. He said he
discovered there are some reimbursements available, including
roughly $10,000 for 2017.
Scott discussed how passports, etc. can fluctuate annually.
Becky asked about the decrease in revenue for housing, etc.
She suggested reviewing the 2016 and 2017 budgets to
determine when funding becomes available.
Scott said it appears many discretionary fees are being waived
by the courts.
Scott said local collection agencies are used. He said there are costs associated with using outside
sources to collect money from outstanding bills.
Scott said the Clerk’s Office is learning to use the new Odyssey system. He said the switch was made
statewide because the other program could not be sustained.
Expenditure review
Becky and Scott said Facilities costs, Interfund costs, salaries and postage make up the bulk of the
expenditures in the Clerk’s Office.
Scott said the Clerk’s Office likely has the highest postage costs in the county due to jury summons, etc.

Becky said positions cuts were made in the past and then those positions were added back. Scott said
there is a lot of staff time devoted to PDRs.

Commissioner Fund asked Scott to attend the Oct. 6 Legislative Roundtable to discuss unfunded
mandates.
Scott said oftentimes, an indigent individual has a change of circumstances that would allow them to
pay (inheritance, etc.). He discussed the struggles to monitor those types of changes.
Commissioner Fund said she wants to ask Superior Court how it determines if someone is indigent and
how the court follows up.
