Becky Butler discussed the “change in fund balance.”
Revenue review
Becky discussed the Interfund rates for IT, as well as the ER&R, and Discover Lewis County.
Steve Wohld discussed the rate structure, which he sets by equipment used by each department. He
said the money collected through ER&R is used for equipment replacement and repair for each
department. He said the M&S rate pays for salaries, software, etc.
Expenditure review
Becky said salaries and Interfunds make up the bulk of IT’s expenditures.
She said Discover Lewis County has two half-time employees. Steve Wohld said there is a significant cut
in proposed expenditures for DLC. He said there would be a roughly $38,000 in savings.
Becky said the main focus of IT is to support the county.
Becky said there were questions about
Commissioner Fund discussed the need to look at what DLC does for the county. Steve discussed the
lodging tax revenues for unincorporated areas for the first eight months of 2015, 2016 and 2017. He said
it rose more than $40,000 from 2015 to 2016. He said it rose more than $46,000 from 2016 to 2017.
Commissioner Jackson discussed an RCW that says the county may work on tourism.
Mitch Townsend discussed using identifier codes to track the use of Discover Lewis County.
Commissioner Stamper said Matt Matayoshi of the EDC uses DLC to show the amenities Lewis County
has to offer.
Becky said Discover Lewis County’s proposed 2018 budget is $82,000, which is a sliver of IT’s $1.9 million
budget.
Steve and Becky discussed the main functions of IT, such as data protection, etc.
Mitch asked if the county would expand to offer services to outside entities. Steve said the county
cannot compete with private entities.
