2017-10-10 Budget MeetingBudget Meeting October 10, 2017 3:44 p.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson (3:49 p.m.), Becky Butler, Archie Smith Guest: Justyna Tomtas Recorder: Rieva Lester Becky Butler asked if the board would make a decision regarding the Fund 110 requests: Case management, psychiatric care, NaphCare. Commissioner Fund and Commissioner Stamper said they are leaning toward support of the requests. The group continued discussing the request. Becky said BHO is picking up $15,000 for the case manager. Commissioner Jackson joined the meeting at 3:49 p.m. Commissioner Fund, Commissioner Stamper, and Commissioner Jackson agreed to the Fund 110 requests. Becky said Mitch Townsend reached out to the president of Men’s Warehouse and that the company has agreed to donate suits for the prosecuting attorney’s office. Becky discussed the proposed county manager position. She said a new admin with a current director as a county manager would cost roughly $95,000. Becky said the cost could be allocated to all of the departments under the board to alleviate some of the cost to the general fund. Becky said Dianne Dorey is working on gathering levy information. Becky said two .09 projects left, Mossyrock, Klickitat park and Onalaska Alliance, may be complete and may have rollback funds. Becky said the citizens’ advisory group would like to meet to review its findings. Archie Smith discussed benefits. He said he wants the board to make a financial decision. He said the benefits committee believes Public Employee Benefits Board (PEBB) is the best avenue. He said all indicators indicate PEBB will be accepting Lewis County’s application. He said he would like the board to approve two rate tiers by Oct. 11 so that the county has a Plan B. Archie discussed the appeal of the high-deductible plan. Becky discussed the similarities to a tiered structure in 2005. Meeting adjourned at 4:17 p.m.
