2017-10-11 Update with Community DevelopmentUpdate with Community Development October 11, 2017 11:30 a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Lee Napier, Erik Martin, Eric Eisenberg, Matt Matayoshi Recorder: Rieva Lester Lee Napier discussed concerns regarding simple segregations (“simple segs”), including concerns about roads that would require improvement before building permits could be approved. Commissioner Stamper asked if the simple segregation process could be modified to include a type of “buyer beware” verbiage. Eric Eisenberg discussed the need to be cautious about doing things that make development easier and less expensive now but potentially make things more expensive for the potential buyers later. Kirk Holmes joined the meeting at 11:48 a.m. Eric discussed the notice provisions already in place in simple segregations. Commissioner Stamper suggested the best way to deal with it may be to require the individual doing the simple seg to install the road. Erik Martin said he supports a platting process that requires those points to be addressed – roads, etc. – at the time of development. Matt Matayoshi discussed concerns regarding the up-front costs associated with road installation. Commissioner Fund left at 11:59 a.m. The group discussed consulting with developers, title companies, real estate agents, etc. about ways to address the road standard questions, including who builds the road(s) and when. Lee said the road predicament has stalled permits for Remington Lane and Lund Lane. Commissioner Jackson left at 12:01 p.m. Meeting ended at 12:05 p.m.
