2017-10-23 BOCC Wrap UpBOCC Wrap-Up October 23, 2017 9 a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, Archie Smith, Daleyn Coleman Guests: Anil Puri, Susan DeLaire Recorder: Rieva Lester Commissioner Fund made a motion to approve Elizabeth Hicker to the Lewis-Mason-Thurston County Area Agency on Aging (LMTAAA). Motion failed due to the lack of a second. Commissioner Fund made a motion to approve the 2018 holiday list to include the following: • New Year’s Day: Monday, Jan. 1, 2018 • Martin Luther King Jr. Day: Monday, Jan. 15, 2018 • Presidents’ Day: Monday, Feb. 19, 2018 • Memorial Day: Monday, May 28, 2018 • Independence Day: Wednesday, July 4, 2018 • Labor Day: Monday, Sept. 3, 2018 • Veterans’ Day: Monday, Nov. 12, 2018 • Thanksgiving Day: Thursday, Nov. 22, 2018 • Day after Thanksgiving: Friday, Nov. 23, 2018 • Christmas Day: Tuesday, Dec. 25, 2018 • And any day designated as a legal holiday by public proclamation by the governor of the state. Commissioner Jackson seconded. Motion passed 3-0. Archie gave an update on union negotiations with AFSME clerks. Commissioner Stamper, Commissioner Fund and Commissioner Jackson supported moving forward with union negotiations. The commissioners discussed the Blue Ribbon Task Force’s recommendation to hire a county manager. Susan DeLaire left at 9:18 a.m. The discussed the benefits of having the position: Lean process, implementation of directives, strategic planning, budgeting, Public Information Officer, staff management, etc. Commissioner Stamper discussed the benefits of having the county manager alleviate the need for the high number of meetings. Commissioner Jackson discussed the benefits of a hybrid position instead of a brand-new hire. Commissioner Jackson left at 9:48 a.m. Meeting ended at 9:50 a.m.
