Anderson, Steve Wohld, Becky Butler, Steve Walton, Sheila Gray, Eric Eisenberg, Archie Smith (9:46 a.m.) Guests: Susan DeLaire, Justyna Tomtas Recorder: Rieva Lester The group discussed the previous day’s election process. Commissioner Stamper joined at 9:09 a.m. Commissioner Fund discussed a proclamation recognizing Nov. 17, 2017, as National Adoption Day. Erik Martin discussed a notice to accept an offer on tax title property located off Burchett Road in Onalaska. Erik Martin discussed a notice to regarding a franchise to the City of Centralia to construct, operate and maintain utilities in Lewis County rights of way. Lee Napier discussed a notice of hearing to consider proposed Ordinance 1283. Erik Martin discussed a resolution to change adopted right-of-way acquisition procedures. Steve Mansfield discussed a resolution for pre-employment drug and alcohol testing for E911 telecommunications officer candidates. Paulette Young discussed a pre-existing drug-testing ordinance or resolution passed in 2008 or 2012 that may need to be rescinded. Eric Eisenberg discussed Ordinance 1282, which would amend Chapter 9.20 of Lewis County Code pertaining to the Law and Justice Council. Erik Martin discussed the adoption of the 2018-2023 Six-Year Transportation Improvement Program (TIP) and 2018 Annual Construction Program (ACP). HELD OVER: A Resolution to approve 2018 contracts with various organizations for funding from the Tourism Promotion Fund No. 198 for tourism-related activities. Commissioner Fund made a motion to move one (1) proclamation, three (3) Notice items, two (2) Consent items, two (2) Deliberation items, and two (2) Hearings to the Monday, Nov. 13, BOCC agenda. Commissioner Jackson seconded the motion. Eric Eisenberg called a point of order to clarify that the motion included two deliberation items. Motion passed 3-0. Roundtable Steve Mansfield discussed a flood meeting held earlier in the week. He also discussed the importance of individual preparedness. Lee Napier said she would be attending the Asphalt and Paving Association banquet on Nov. 9. Paulette Young discussed insurance coverage for personal property. She said she would like lists outlining replacement costs for personal property such as tools, etc. Commissioner Fund left at 9:44 a.m. Archie Smith joined the meeting and Commissioner Fund returned at 9:46 a.m. J.P. Anderson discussed the key boards Danette York sits on. Steve Wohld discussed the previous evening’s SW Washington Fair meeting, at which he discussed the transition of Discover Lewis County to the fair. He discussed cybersecurity and asked Paulette for the county’s cyber liability policy. Steve discussed the need for policy or protocol regarding cyberattacks. Becky Butler said year-end is approaching and budgets need to be watched closely. She urged the group to make her aware of any needed budget amendments. She said she is working on 2018 budget worksheets. Archie Smith discussed insurance benefits for opposite-sex dependent coverage for those under age 62. He said PEBB does not allow it. He said WCIF does allow it. He discussed the open enrollment period for insurance coverage. Erik Martin left at 10:11 a.m. and returned at 10:13 a.m. Archie further discussed insurance benefits. Sheila Gray discussed a recent Onalaska Alliance event. She discussed an irrigation event and an upcoming WSAC conference. Rieva Lester reminded the group that the courthouse will be closed Nov. 10. Commissioner Jackson said he was headed to Walla Walla for a Washington Counties Insurance Fund (WCIF) conference. Commissioner Fund discussed an upcoming House meeting regarding unfunded mandates. Commissioner Stamper said he would be attending the Packwood Improvement Club meeting on Nov. 10. Commissioner Jackson left the meeting at 10:21 a.m. Other business Commissioner Stamper discussed the possibility of hiring a consultant to look into reorganization possibilities regarding a potential county manager. Commissioner Fund said she would broach the subject during the following week’s WSAC conference. Steve Mansfield recommended holding a workshop with the directors. Steve Wohld suggested the possibility of the directors holding a planning session of sorts. Archie Smith said the directors would need some parameters regarding what the BOCC would like the potential position to look like. Susan DeLaire left at 10:33 a.m. Becky discussed using a consultant, who would review the overall structure and discuss the topic with the directors. Erik Martin said the consultant he hired interviewed managers regarding strengths, weaknesses and areas in which things could be improved. The consultant then helped guide the process of improving efficiencies. Commissioner Fund discussed flooding, BHO, and the Legislature as areas she would like to focus on in 2018.
