JP Anderson discussed a notice of hearing for an ordinance authorizing a sales and use tax for affordable
and supportive housing in accordance with Substitute House Bill 1406 (Chapter 338, Laws of 2019) and
other matters related.
Josh Metcalf discussed a call for bids for one (1) under bridge inspection platform for the Public Works
maintenance division.
Lee Napier discussed the approval of a Ninth Supplement Agreement between SBGH Partners, LLC and
Lewis County.
Lee Napier discussed the approval of Amendments 12 and 13 between Washington State Recreation and
Conservation Office and Lewis County, acting as Fiscal Agent for the Chehalis River Basin Flood
Authority, as well as, authorization for the Director of Community Development to sign the same on
behalf of Lewis County.
Lee Napier discussed the approval of the Nineteenth Supplement Agreement between West
Consultants, Inc. and Lewis County, acting as Fiscal Agent for the Chehalis River Basin Flood Authority,
and authorization for the Director of Community Development to sign the same on behalf of Lewis
County.
Josh Metcalf discussed the approval of an agreement and its amendments between Lewis County and
Darris McDaniel regarding the proposed purchase of properties located in the 100 block of NW Chehalis
Ave., and the 400 block of NW North St., Chehalis.
Daleyn Coleman discussed an adjustment to Step Dates for Non-Represented Employees beginning Jan.
1, 2020.
Daleyn Coleman discussed an adjustment to the Vacation Accrual Rates for Non-Represented Employees
beginning Jan. 1, 2020.
Daleyn Coleman discussed an adjustment to the Medical Insurance Premium Contribution Rates for
Non-Represented Employees beginning Jan. 1, 2020.
Daleyn Coleman discussed a Salary Adjustment for Non-Represented Employees beginning Jan. 1, 2020.
Daleyn Coleman discussed the approval of a Collective Bargaining Agreement between Lewis County &
Teamsters 252 Representing the Supervisors Group for Calendar Years 2020-22.
Other resolutions to move forward:
• Collective Bargaining Agreement (CBA) for AFSCME
• CBA for SSS Guild

• CBA for Probation
• CBA for Detention
Commissioner Fund made a motion to move two Notice items, one Consent item, 14 Deliberation items
to the Monday, Jan. 13, 2020, BOCC agenda.
Commissioner Jackson seconded the motion.
Motion passed 3-0.
Roundtable
Becky Butler reminded the group to watch for any year-end anomalies.
Tawni Shepherd said the Risk Pool appraiser is reviewing county properties.
JP Anderson discussed work taking place to implement the county’s five-year housing plan. JP said the
animal shelter learned it is receiving another $300,000 in donations, pushing its donation total to more
than $2 million.
Josh Metcalf discussed road closures linked to area flooding. He said crews are now preparing for snow.
Josh said he will have a late add regarding debris removal.
Steve Mansfield discussed transitions and succession planning in 911 and Emergency Services. He also
discussed progress on the 911 interlocal agreement.
Lee Napier said she is working on the
Matt Jaeger said Spillman equipment is being installed.
Erik said he is inviting directors to his upcoming meeting with the commissioners to present their goals
for 2020.
Erik discussed the launch of Vision 2025, the county’s outreach effort linked to strategic planning.
Commissioner Jackson said Pe Ell has declared an emergency in response to its water woes linked to
flooding. Steve Mansfield noted that Pe Ell has faced similar problems since 2017 and that it is possible
to water system could end up under county oversight if the necessary permanent solution is not
developed.
Commissioner Jackson said he would be attending a state 911 meeting the following week.
Commissioner Fund discussed topics before the state Legislature.
Commissioner Stamper discussed plans to take Community Survey posters and First Alert post cards to
Vader, Mossyrock, Packwood, etc.
Erik said the Salary Commission met Jan. 7, but that it didn’t have a quorum He also said he and Josh
Metcalf would meet with District 5 later in the day.
