Martin, Becky Butler, Eric Eisenberg, Lee Napier, Lara McRea, Josh Metcalf (9:02 a.m.), JP Anderson (11
a.m.), Steve Wohld (11 a.m.)

Commissioner Fund made a motion to add four items to the day’s agenda:
• List bids received and contractor selected for the debris removal project.
• Collective bargaining agreement with Teamsters 252 representing the Combined Group.
• Minutes from Jan. 6, 2020, Business Meeting.
• Notice of hearing for Ordinance 1314.
Commissioner Jackson seconded.
Motion passed 3-0.
Josh Metcalf joined at 9:02 a.m.
Lee Napier discussed the State Environmental Policy Act (SEPA) threshold process and outlined the
following:
• Community Development has a mandate to send out a Notice of Application and environmental
determination to the public and the project applicants.
• Part of that Notice of Application is a State Environmental Policy Act (SEPA) threshold
determination. She said possible SEPA threshold determinations include the following:
o Determination of Significance (DS) and an Environmental Impact Statement
o Determination of Non-Significance (DNS) with no further assessment work required
o Optional DS – the notice would indicate the county is likely to issue a DS
o Optional DNS – the notice would say the county is likely to issue a DNS
Erik Martin and Lee discussed costs developers potentially could incur as well as costs the county would
incur if its determination was challenged.
Eric Eisenberg clarified the appeals process.
At 9:28 a.m., Commissioner Stamper announced that the Board was going into Executive Session under
RCW 42.30.110(1)(i) for 8 minutes to discuss pending litigation regarding the O’Connor v. Lewis County
case.
At 9:36 a.m., the Board extended Executive Session for 5 minutes.
Executive Session ended at 9:41 a.m. Commissioner Stamper noted that no decisions had been made.
The commissioners said they would like to meet later in the week to discuss strategies relating to
possible negotiations regarding the O’Connor v. Lewis County case.
Commissioner Jackson said the Auditor’s Office would like to pay to have the county security guard
provide security on election night. The commissioners agreed to the request.
Commissioner Jackson said Toledo is holding a meeting regarding South County Park. Commissioner
Stamper and Commissioner Fund said they would attend as observers only.
The commissioners directed Eric Eisenberg to draft a 2020 contract with WSU.
At 9:52 a.m., the commissioners recessed their meeting until 11 a.m.
At 11 a.m., the meeting resumed with Commissioner Stamper, Commissioner Fund, Commissioner
Jackson, County Manager Erik Martin, Becky Butler, Lee Napier, JP Anderson, Steve Wohld, Lara McRea,
Josh Metcalf and Becky Butler – along with guests Dr. Lindsey Pollock and Frank Corbin – in attendance.
At 11:04 a.m., Commissioner Stamper recessed the meeting until the conclusion of the County Manager
meeting.
At 12:06 p.m., the meeting resumed.
The commissioners said they would like to hold daytime and evening Strategic Planning meetings.
The commissioners discussed limiting the size of the Purple Heart County sign-installation event – or
moving it – due to safety concerns.
The commissioners signed a goodbye letter for Dale Lewis of Rep. Herrera Beutler’s office.
Becky Butler noted that the commissioners need to identify which Port of Centralia commissioner they
would like to appoint to the .09 Distressed Counties committee. The commissioners directed Rieva
Lester to follow up with the Port of Centralia.
