2020-01-27 Update with County ManagerUpdate with County Manager January 27, 2020 11:09 a.m. Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson, County Manager Erik Martin, Lara McRea, Becky Butler, Steve Wohld, JP Anderson (11:18 a.m.) Guest: Dr. Lindsey Pollock Recorder: Rieva Lester Budget Becky Butler said it looks like budgets are on track for 2019. She said some offices and departments are close to – but have not exceeded – their 2019 spending limits. Community Development update Adept – Public Works modules: Erik Martin said Community Development and Public Works are considering streamlining and consolidating the permit process. He said it’s possible all permits could get moved to Community Development. Current projects webpage: Erik said Community Development has created a web page for current planning applications. JP Anderson joined at 11:18 a.m. 911 / DEM Weather update: Erik said the forecasted rain did not materialize over the weekend. He said more storm systems are expected and are being monitored. Personnel: Erik said 911 is recruiting for two vacancies. Central Shop antennae: Erik said work was being done to install a 40-foot radio tower. Spillman server update: Erik said the system was updated over the weekend. Infrastructure study: Erik said the draft of the study is being finalized. He said the cost is estimated at $9 million. Public Health and Social Services Coronavirus: JP Anderson said there is one coronavirus case in the state. He said influenza is a much more serious health threat locally. Public outreach: Erik said he would like to have a discussion with JP about housing and homelessness. The group discussed the need to identify what will be done with funding provided as a result of the state sales and use tax and other possible funding and a need to be sure all voices are heard. JP said he’d like to plan a forum in six to eight weeks to outline what the county already is doing and to map out how to move forward. Erik asked for an increased proactive education effort to let people know what already is being done in Lewis County. Staffing: JP discussed staffing. JP left at 11:47 a.m. Public Works Area 5: Erik said $70,000 from the previously used contractors’ insurance company will be used to pay for repairs at the shop. He said there may be a need for mold abatement as well. GIS Assessor training: Erik said GIS has been providing training for the Assessor’s Office. He said he and Josh Metcalf will meet with a member from the PA’s Office to discuss repayment to the Roads fund. Water District 5: Erik provided an update on the proposed takeover of Water District 5. Erik noted that the land and building are owned by a private owner and the appurtenances are owned by the district. He noted that the county’s offer included the land and improvements. PE Ell water: Erik said the town’s intake pump needs to be cleaned and that the town needs to establish a road. Commissioner Jackson said he would be meeting with Weyerhaeuser later in the week to discuss the use of its road. Meeting ended at 11:58 a.m.
