2020-02-03 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes February 3,2020 Present: Commissioner Stamper,Commissioner Fund, Commissioner Jackson Recorder Rieva Lester Commissioner Stamper called the meeting to order at 10.01 a.m., determined a quorum and then proceeded with the flag salute PUBLIC COMMENT Peter Lahmann reported that the PAC Mountain had an exit interview the previous week and learned it had passed its recent State Auditor's Office audit He invited the group to the Historical Museum's upcoming dinner, planned for 3 p m Feb 9 EMPLOYEE RECOGNITION The commissioners recognized county employees who had reached employment milestones or gone above and beyond the call of duty Five years: Lewis County Sheriff's Office (LCSO) employees Elizabeth Palmateer and Skylar Eastman and Juvenile employee Kenny Miller Juvenile employees Paul Wirkkala and Seth Foster were not present 10 years:Juvenile employee Kellie Wright Public Health &Social Services employee Rosalia Gustin was not present. 15 years. Prosecutor's Office employee Brad Meagher and Southwest Washington Fair employee Pat Slusher. 25 years: LCSO employee Sean Heppe. Public Works employee Paul Brooks and Solid Waste employee Kristen Buckman were not present 30 years: LCSO employee Helen Buda Employee of the Quarter:Guardian ad Litem Program Coordinator Angela Cothern (Juvenile) was nominated for her quick thinking and calm response to a man who approached her during a training session She was able to prevent the man from entering the county's building and later was able to contact CPS and the man's ex-wife in an effort to help protect the man's daughter Above and Beyond: FEMA specialist Jill Kangas of Emergency Management was nominated for her years of diligent service,for her work on critical projects and for her leadership and guidance on key projects 1 Juvenile Detention Supervisor Vanessa Conwell was nominated for her keen leadership abilities, professionalism and positive attitude Juvenile Detention Officer Kenneth Miller was nominated for his patience and attentiveness as a tactical training instructor. NOTICE ITEMS Commissioner Jackson made a motion to approve Resolutions 20-041 through 20-044. Commissioner Fund seconded. Resolution 20-041: Call for bids for the South Lewis County Airport 2020 Taxiway Improvement Project at the Ed Carlson Memorial Field-South Lewis County Airport. Bids are due to the Clerk of the Board by 11 a.m. Feb. 25. Public Works Director Josh Metcalf spoke to the resolution. He said the county is calling for a rebid for the project Resolution 20-042: Notice of the necessary acquisition of additional right of way for Jackson Highway South, MP 2.108, in Toledo. Real Estate Services Manager Martin Roy spoke to the resolution He said the county is at an impasse with property owners Ralland and Darlene Wallace regarding the acquisition of property needed for a culvert-replacement project He said the only option is to initiate the condemnation process. Martin clarified that the county is seeking a temporary easement for 0 11 acres on one property and 0.13 acres on another Resolution 20-043: Request for Qualifications for engineering and architectural services related to the Animal Shelter building. Proposals are due to the Clerk of the Board by 3 p.m. Feb. 27. Facilities Manager Doug Carey spoke to the resolution. He said the county is looking to rebuild the animal shelter He discussed money the public has raised to help pay for the new shelter Resolution 20-044: Call for bids for official newspaper to publish all of Lewis County's legal and other official notices for one year beginning July 1, 2020. Bids are due to the Clerk of the Board by 3 p.m. March 12. Clerk of the Board Rieva Lester spoke to the resolution. She said the resolution is part of an annual process to select the county's newspaper of record. Motion passed 3-0. 2 CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the January 27,2020, meeting as well as Resolution 20-045. Commissioner Jackson seconded. Resolution 20-045:Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 824,688 through 824,723, 824,758 through 824,768 and 824,775 through 824,983 as well as direct disbursements numbered 1572 through 1574, 1668, 1687, 1688, 1714, 1732 and 1803 were issued for payments against the county totaling$2,572,902 49 She said payroll/tax deposit warrant numbered 795,744 and automatic deposits 7255 through 7838 also were approved for payments against the county totaling $1,665,020.66. Suzette noted a skip in sequence for warrants 824,683 through 824,687, 824,724 through 824,757 and 824,769 through 824,774,which were issued on behalf of Special Purpose Districts. Motion passed 3-0. it DELIBERATION ITEMS Commissioner Jackson made a motion to approve Resolutions 20-046 and 20-047. Commissioner Fund seconded. Resolution 20-046:Approve a Collective Bargaining Agreement between Lewis County and Teamsters 252, representing the Assessors Group,for calendar years 2020-22. Central Services Director Steve Walton spoke to the resolution He outlined the changes set forth in the collective bargaining agreement, including cost-of-living adjustments, changes to vacation accruals,etc Resolution 20-047: Authorize a cash-flow loan from Current Expense Fund No.0010 to Cowlitz River Basin Subzone Fund 1260. Public Works Director Josh Metcalf spoke to the resolution He said the resolution authorizes the use of up to$650,000. Motion passed 3-0. 3 HEARING Ordinance 1314. Proposed action to enact Ordinance 1314,a moratorium upon certain permits within the rural and resource lands of Lewis County. Commissioner Stamper introduced the hearing Lee Napier gave the staff report. She said the proposed ordinance would extend an expiring moratorium on certain permits within the rural and resource lands of Lewis County Commissioner Stamper asked if there were any questions. No one asked questions Commissioner Stamper then closed the question-and-answer portion of the hearing. Lee Napier asked that her previous comments be adopted into the record Commissioner Stamper asked if anyone wanted to speak for or against the resolution. Don Welever of Randle expressed support for the extended moratorium Jim Merhaut thanked the commissioners for their work to extend the moratorium Commissioner Stamper closed the hearing. Commissioner Fund made a motion to approve Ordinance 1314. Commissioner Jackson seconded. Motion passed 3-0. ANNOUNCEMENTS Commissioner Fund discussed the previous week's Toledo High School ground-breaking event. Commissioner Stamper said Toledo Tel helped secure funding that allowed the project to roll out earlier than it would have. Commissioner Jackson discussed a meeting he had with Weyerhaeuser the previous week to discuss the creation of a road the town of Pe Ell could use to access its water-intake site He also discussed a civics class he led at an elementary school the previous week Commissioner Fund discussed a recent discussion that took place regarding the homeless.
