Business Meeting minutes
February 10, 2020
Present: Commissioner Stamper, Commissioner Fund, Commissioner Jackson

Commissioner Stamper called the meeting to order at 10 a.m., determined a quorum and then
proceeded with the flag salute.
PUBLIC COMMENT
Frank Corbin encouraged the public to get engaged in and involved with county government. He
discussed Lewis County's strategic planning efforts and encouraged the public to participate in the
survey.
PRESENTATION
Commissioner Fund made a motion to approve a proclamation recognizing Feb. 11, 2020, as 211 Day.
Commissioner Jackson seconded.

United Way Community Resource Coordinator Ryan Cole read the proclamation into the record. Ryan
explained how the outreach program works and how resource providers can request to be included on
the 211 contact list.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Jackson made a motion to approve minutes from the February 3,2020, meeting as well
as Resolution 20-048. Commissioner Fund seconded.
Resolution 20-048:Approval of warrants/claims against the various county departments.

Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 825,004 through
825,432 and direct disbursements 1712, 1733 through 1737, 1739, 1740, 1744 through 1756, 1760,
1764, 1790, 1802, 1804, 1806, 1807 and 1812 were issued for payments against the county totaling
$665,613.22.
She noted a skip in sequence for warrants 824,984 through 825,003,which were issued on behalf of
Special Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 20-049 through 20-055. Commissioner
Jackson seconded.
Resolution 20-049:The proposed acquisition of additional right of way for Townsend Road Bridge
replacement project.
Public Works Real Estate Services Manager Martin Roy spoke to the resolution. Martin said a Cinebar
bridge requires replacement and that the county must acquire property from two property owners. He
said the resolution directs Public Works to acquire the property.
Resolution 20-050: Reject all bids for the Chehalis Ridge Radio Site Project, Project#31-1617.
Facilities Manager Doug Carey spoke to the resolution. He said the county received seven responsive
bids exceeded the estimate and the limit for Small Works bids. He said the county will revise the scope
and put the project back out to bid.
Resolution 20-051:Approve a Client Services Contract between Washington State Health Care
Authority and Lewis County for community-based prevention services for mental health promotion
programs.
Public Health and Social Services Director JP Anderson spoke to the resolution. He said there are two
pots of money available—totaling$40,000 apiece—that will be used for programs related to mental
health.
Resolution 20-052:Authorize the Director of Information Technology Services to execute a purchase
order with Dell Technologies EMC and Cerium Networks.

IT Director Matt Jaeger spoke to the resolution. He said the county will purchase a file server that has
met its end of life. Matt said the cost totals$229,300,which is far less than the initial estimate.
Resolution 20-053:Award a contract for the Southwest Washington Fairgrounds Master Plan and
Market Feasibility Study.
Fair Manager Tamara Hayes spoke to the resolution.She said the county received three responses for
the master plan and market feasibility study. She said the group that interviewed the applicants
unanimously chose Beckwith Consulting Group.
Resolution 20-054:Approve a financial contribution agreement between Lewis County and Lewis
County Seniors organization for senior nutrition program support during calendar-year 2020.
Budget Services Manager Becky Butler spoke to the resolution.She said the county will contribute
$50,000 and may contribute an additional$50,000.
Resolution 20-055:Authorize the initial placement of casual Community Outreach Workers on the
current Lewis County Salary Grid(13 Step M Grid)for non-union extra help.
HR Generalist Daleyn Coleman spoke to the resolution. She said Solid Waste has received a Department
of Ecology grant to hire a Community Outreach worker,who will work 19-plus hours per week.
Motion passed 3-0.
ANNOUNCEMENTS
Commissioner Fund discussed the Lewis County museum's recent dinner.
Commissioner Stamper said Packwood residents have expressed thanks for Public Works' response to a
recent flooding event.
Ron Averill thanked the commissioners for proving funding for the Lewis County Seniors' Nutrition
program. He discussed work the group performs to support some of the area's most vulnerable citizens.
He noted that the board has a vacancy, and he encouraged anyone interested in the group to reach out
to him.
Commissioner Stamper and Commissioner Fund noted that there also is an opening on the AAA board.
Commissioner Jackson asked Ron whether he has talked to seniors who need additional assistance due
to health problems.
Ron discussed the need to assist seniors who are immobile as well as those who are mobile. He said it's
important to help seniors stay active and involved.

Commissioner Stamper noted that there would be no Business Meeting on Feb. 17 as the courthouse
would be closed for Presidents Day.
PRESS CONFERENCE
Public Works Director Josh Metcalf discussed the recent flooding event. He noted that the county is
monitoring Logan Hill for landslides.
County Manager Erik Martin invited the public and press to a Chehalis River Flood Control Zone District
meeting planned for Feb. 12.
Commissioner Fund discussed HB 1154,which would provide funding for flood mitigation and habitat
protection.
ADJOURNMENT
The BOCC Business Meeting adjourned at 10:39 a.m.,with the next Business Meeting scheduled for
10 a.m. Monday, February 24, 2020, in the Commissioners' Hearing Room (Room 223).
