Commissioner Stamper discussed a proclamation honoring W.F. West Girls Bowling Team, the 2019-20
State 1A/2A champions.
Josh Metcalf discussed a franchise to Hampton Lumber Mills-Washington Inc. to install, construct,
operate and maintain stormwater facilities in Lewis County rights of way.
Steve Mansfield discussed approval of an agreement between Lewis County Department of Emergency
Services, 911 Communications and American Medical Response (AMR) for emergency dispatch services
from Jan. 1, 2020, through Dec. 31, 2022.
JP Anderson discussed issuing a Request for Projects (RFP) for Housing Homeless Services to Award
Document Recording Fees (2163) and Consolidated Homeless Grant (CHG) funds.
Steve Walton discussed a collective bargaining agreement between Lewis County and the Association of
Lewis County Deputy Prosecuting Attorneys for calendar year 2020.
Tamara Hayes discussed amending a grant from the Washington State Department of Agriculture for the
remodel of the Southwest Washington Fairgrounds main restrooms.
Josh Metcalf discussed a resolution listing of bids and contractor selected for one new Under Bridge
Inspection Trailer.
Lee Napier discussed a request for final plat approval of Ron Brown Estates, a subdivision located with
the Centralia Urban Growth Area.
Josh Metcalf discussed Local Agency Agreements and Federal Aid Project Prospectuses between Lewis
County and Washington State Department of Transportation (WSDOT) for the 2019 County Safety
Program – Phase I & Phase II, County Road Projects (CRP) 2191A & 2191B.
Josh Metcalf discussed the necessary acquisition of additional right of way for Snyder Road, Packwood.
Josh Metcalf discussed an amendment to the agreement between Lewis County and the Recreation and
Conservation Office (RCO) for MF Newaukum Trib Barrier Removal Site 1301E18A (Kruger Road MP 1.2).
Rieva Lester discussed a resolution to reappoint Deborah Mizner and Elizabeth Hicker to the Lewis-
Mason-Thurston Area Agency on Aging (LMTAAA) Advisory Council.
Rieva Lester discussed a resolution to appoint members to the Distressed Counties (.09) Fund / Rural
Economic Development Public Facilities Advisory Committee.
Josh Metcalf discussed a hearing to approve a franchise to Woden LLC to construct, operate and
maintain telecommunications facilities in Lewis County rights of way.
Lee Napier discussed Ordinance 1315, which would amend Chapter 17.10 of the Lewis County Code and
action to lift a moratorium upon certain permits within the rural and resource lands of Lewis County,
following adoption of Lewis County Code satisfying the moratorium’s intent.
Erik Martin discussed a possible resolution to approve a contract for Public Defender Indigent Defense
Services between Lewis County and Rachael Tiller, Defender for the Day. Commissioner Fund and
Commissioner Stamper said they would like to set up a separate meeting to review Rachel Tiller’s
request for a roughly 20 percent increase.
Commissioner Fund made a motion to move one presentation, one notice item, two consent items, 11
deliberation items and two hearings to the Monday, Feb. 24, 2020, BOCC agenda.
Commissioner Stamper seconded the motion.
Motion passed 2-0.
Roundtable
Steve Walton said a bargaining session with the Corrections Guild will take place later in the day.
Josh Metcalf said all of the sand sheds have been constructed. He said the county met the state
threshold for flood damages, which means it could qualify for reimbursements. He said Public Works’
damages total for two recent events was nearly $900,000. Josh said the county will take over billing,
utilities and financials for Water-Sewer District 5 beginning March 1 because the district’s contracts
expire at the end of the month. Erik Martin noted that an interlocal agreement already is in place.
Josh said he will open bids for the airport project the following week.
JP Anderson said he will meet with the ASO later in the day. He discussed several meetings he is
attending regarding affordable housing and homeless outreach services. JP said seven or eight food
establishments have not yet paid their bills and may face closure until they pay.
Commissioner Fund arrived in person at 9:53 a.m. The group continued discussing nearby homeless
camps.
Steve Mansfield said the infrastructure study is nearing completion.
Josh Metcalf left at 10:03 a.m.
Steve Mansfield said March 31 will be his last physical day at Lewis County and that he will retire at the
end of April.
Lee Napier reminded the group about a Planned Growth meeting the following day.
Erik Martin discussed the draft EIS for the water retention facility.
Tamara Hayes discussed a Port of Seattle grant Discover Lewis County has received. She also discussed
an accounting specialist opening at the fair.
Becky Butler said the first 2020 amendment will include COLAs and the recent reorganization.
Commissioner Stamper discussed the previous day’s Industrial Commission meeting.
Commissioner Fund discussed the passage of HB 1154, which provides funding for flood protection and
habitat restoration in the Chehalis Basin.

Steve Walton and Jon Ladd left at 10:20 a.m.
Commissioner Fund said the estimate for framing a historic Lewis County map is $1,800. She noted that
it could be paid for through the Historic Preservation Fund. Commissioner Fund and Commissioner
Stamper approved spending Historic Preservation funds on the frame.
