Reject all bids for the re-bid of purchase of precast concrete slab/girder bridge BEFORE THE BOARD OF COUNTY COMMISSIONERS
LEWIS COUNTY, WASHINGTON
IN THE MATTER OF: RESOLUTION NO. 20-134
REJECTING ALL BIDS FOR THE RE-BID OF THE
PURCHASE OF A PRECAST CONCRETE SLAB/GIRDER
BRIDGE (COUSINS RD. MP 3.15, CMP 1502)
WHEREAS, RCW 43.19.1911(1) allows for the preservation of the integrity of the
competitive bid system and dictates that after competitive bids have been opened,
award must be made to that responsible bidder who submitted the lowest responsive
bid, unless there is a compelling reason to reject all bids and cancel the solicitation; and
WHEREAS, Lewis County received and opened one (1) bid for the material purchase of
a 45-foot long precast concrete slab/girder bridge for the Cousins Rd. NIP 3.15 Culvert
Replacement Project on March 24, 2020 in the amount of $179,681.04; and
WHEREAS, the bid is more than 40% over the Engineer's Estimate. Public Works has
experienced reduced funding due to COVID 19; and
WHEREAS, Public Works anticipates receiving more competitive bids if we re-bid this
project in Fall 2020; and
WHEREAS, it appears to be in the best public interest to reject all bids for the material
purchase of a 45-foot long precast concrete slab/girder bridge for the Cousins Rd. MP
3.15 Culvert Replacement Project.
NOW THEREFORE BE IT RESOLVED that all bids accepted by Lewis County on March
24, 2020, for the material purchase of a 45-foot long precast concrete slab/girder
bridge for the Cousins Rd. MP 3.15 Culvert Replacement Project are hereby rejected
under the authority of RCW 43.19.1911(1).

Description:
Lewis County issued a call for re-bid for the purchase of a 45-foot long precast concrete slab/girder
bridge for the Cousins Rd. MP 3.15 Culvert Replacement Project by resolution 20-083 on March 9,
2020. The WSDOT 2018 Standard Specifications were required for this project. WSDOT 2018
Standard Specification Section 1-03 (Consideration of Bids) and supplemental language in the
Contract Special Provisions state all bids are likely to be rejected if the lowest responsive bid
received exceeds the Engineer's Estimate by an unreasonable amount. The only bid received
exceeded the Engineer's Estimate by 40%. Additionally, RCW 43.19.1911(1) allows for the rejection
of all bids if a compelling reason exists.
Public Works recommends the Board of County Commissioners reject all bids for the purchase of a
45-foot long precast concrete slab/girder bridge for the Cousins Rd. MP 3.15 Culvert Replacement
Project.
