2020-04-13 Business Meeting Minutes LEWIS COUNTY BOARD OF COUNTY COMMISSIONERS(BOCC) Business Meeting minutes April 13,2020 Present: Commissioner Stamper, Commissioner Fund (remotely), Commissioner Jackson (remotely) Recorder: Rieva Lester Commissioner Stamper called the meeting to order at 3 p.m., determined a quorum and then proceeded with the flag salute. PUBLIC COMMENT No public comment. Commissioner Jackson made a motion to add to the agenda Resolution 20-125, which would approve an addendum to a memorandum of agreement (MOA) between Lewis County and Washington State University Extension. Commissioner Fund seconded. Motion passed 3-0. CONSENT ITEMS Commissioner Fund made a motion to approve minutes from the April 6, 2020, meeting as well as Resolution 20-121. Commissioner Jackson seconded. Resolution 20-121: Approval of warrants/claims against the various county departments. Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 827,521 through 827,653 were issued between April 3 and April 9 for payments against the county totaling$323,151.84. She noted a skip in sequence for warrants 827,487 through 827,520,which were issued on behalf of Special Purpose Districts. Motion passed 3-0. DELIBERATION ITEMS Commissioner Jackson made a motion to approve Resolutions 20-122 through 20-129. Commissioner Fund seconded. 1 Resolution 20-122: Extend the local declaration of a state of emergency in response to the COVID-19 virus in Lewis County. County Manager Erik Martin spoke to the resolution. He said the commissioners declared a local declaration of emergency on March 16 and that it was effective for 30 days. He said Resolution 20-122 would extend the declaration for 30 days effective April 13. Resolution 20-123: Extend adjustments made to county operations in response to the COVID-19 pandemic. County Manager Erik Martin spoke to the resolution. He said the commissioners approved closure of county buildings through April 3 via Resolution 20-102 on March 18 and later extended the closures through April 17. He said Resolution 20-123 would extend the closures through May 4. Resolution 20-124: Establish a Special Revenue Fund: COVID-19 Response Fund No. 1410. Chief accountant Suzette Smith, representing the Auditor's Office,spoke to the resolution. She said the special revenue fund would retain any committed or restricted funding for COVID-19. Suzette said the move is not required, rather it's a best practice to do so. Resolution 20-125:Approve an addendum to a memorandum of agreement (MOA) between Lewis County and Washington State University Extension. Chief Civil Deputy Prosecuting Attorney Eric Eisenberg spoke to the resolution. He said the proposal is routine and necessary and that this is the last day the amendment can be made prior to the planned transition date. Resolution 20-126:Authorize the Director of IT Services to execute the renewal of a three-year enterprise agreement with En Pointe,a Washington state-contracted reseller for Microsoft Corporation licenses. IT Director Matt Jaeger spoke to the resolution. He said the three-year agreement is $404,891.88 and the year one cost is$134,963.96. Matt said the item is necessary to keep the county up to date on its Microsoft agreement. Resolution 20-127 Approve and accept a deed from Shirley P. Robinson to Lewis County for donation of property located off Klickitat Creek Road near Mossyrock. Public Works Director Josh Metcalf spoke to the resolution. He said the landowner approached the county with the offer of the property. He said the county did not have to pay for the property. 2 Resolution 20-128:List the bids received and contractor selected for the Jackson Highway South Culvert Replacement Project,CRP 2167C, RAP Project No.2117-01. Public Works Director Josh Metcalf spoke to the resolution. He said the county received 10 bids for the project and that Midway Underground was the apparent low bidder at$628,238.25. He said the Engineer's Estimate for the project was$696,922.19. Resolution 20-129: List the bids received and contractor selected for the Snyder Rd. MP 0.20 Culvert Replacement Project,SM 90-15F721210020,(FEMA No. PA-10-WA-4253-PW-00112). Public Works Director Josh Metcalf spoke to the resolution.Josh said the county received 10 bids for the project and that Sterling Breen was the apparent low bidder at$452,329. He said the Engineer's Estimate was$505,946. Motion passed 3-0. COVID-19 Erik Martin said Lewis County has 17 confirmed cases of COVID-19. He noted that the county had been told of another case the previous week but that it turned out the individual mistakenly had been counted as a Lewis County resident,though they actually live elsewhere. Erik said Emergency Management received a large shipment of much-needed supplies from the state Department of Health on April 11. He said a team will meet to determine how to best distribute those supplies.Josh Metcalf said Honeywell has approved an order for half-mask ventilators. Erik said the county's distribution will focus on medical centers first and then first responders. Erik said roughly 100 county employees are working from home. Erik said the governor has announced inmate releases in response to a court order from the Washington State Supreme Court. He and Eric Eisenberg discussed the mass inmate release as well as efforts to limit the local jail population. Steve Wohld discussed the launch of Lewis County Together. Erik Martin discussed a meeting the previous week with Greg Peterson of Incident Command. He said they addressed assistance,such as assistance related to food delivery,community outreach efforts and work in Emergency Management. He said Josh Metcalf has been named Operations Section chief. Commissioner Fund discussed a WSAC meeting that took place the previous week. During the meeting, she said,those seeking employment benefits were encouraged to visit the ESD.wa.gov to review documents there before applying for benefits. 3 Amber Smith discussed a new proclamation from Gov. Inslee regarding access to leave for high-risk employees. ANNOUNCEMENTS Commissioner Stamper discussed a letter he received regarding the transfer station. Ron Averill of Centralia discussed the LMTAAA's request that the Lewis County Seniors group increase from five meals per week to seven meals per week for delivery. Ron said the Public Facilities District will meet the following day via Zoom. Ron said Catholic Community Services appears to be serving roughly 30 meals in Lewis County. PRESS CONFERENCE Commissioner Stamper thanked the front-line responders and local businesses for their efforts.
