2020-04-22 Directors' UpdateDirectors’ Update April 22, 2020 2:08 p.m. Present: Commissioner Stamper (remotely), Commissioner Fund, Commissioner Jackson (remotely), County Manager Erik Martin, Steve Wohld, Josh Metcalf, Lee Napier (remotely), Gary Fredricks (remotely), Jonathan Meyer (remotely), Steve Walton (remotely), Daleyn Coleman (remotely), Tamara Hayes (remotely), Lara McRea (remotely), JP Anderson (remotely), Matt Jaeger (remotely) Guests: Frank Corbin (remotely), Dr. Lindsey Pollock (remotely), and other various members of the public and press Recorder: Rieva Lester Josh Metcalf discussed a resolution to issue a Request for Proposals (RFP) to provide annual cultural resources services for projects including Federal Highway Administration (FHWA) funded projects and Lewis County Transportation Improvement Program (TIP) projects. Josh Metcalf discussed a resolution to issue a request for proposals (RFP) to retain professional service agreement to provide tire disposal services. Lee Napier cussed a notice of hearing for Ordinance 1317, which will extend the moratorium on certain building permits within the boundaries of Waste-Sewer District 5. Erik Martin discussed a resolution to appoint Steve Wohld as the Chief of Internal Services. JP Anderson discussed a resolution to approve Increase of Veterans Relief Fund Assistance due to the COVID-19 pandemic through the end of 2020. Lee Napier discussed Ordinance 1317, which would renew the moratorium upon certain building permits within the boundaries of Water-Sewer District 5, with a public hearing to follow. Commissioner Jackson made a motion to move three notice items, two consent items and three deliberation items to the Monday, April 27, 2020, BOCC agenda. Commissioner Stamper seconded the motion. Motion passed 3-0. Rieva Lester noted there likely would be one late addition: a notice of hearing regarding Water Sewer District 5. Steve Wohld said the county has ordered plexi-glass to create sneeze guards to prepare for a future reopening of county buildings. He said the county repaired a roof leak and floors in the Health Building during the closures. Becky Butler discussed the impact the drop in sales tax likely will have on the county’s budget. She urged electeds and directors to brace for financial hardships. Gary Fredricks said WSU will receive additional units to provide broadband at WSU Extension offices to provide hotspots for public use. He said Lewis County will receive a unit. Matt Jaeger said work continues to help employees with remote access. Steve Walton said HR/PDR/Risk employees are continuing to work remotely. He said construction work on the group’s offices is nearly complete. Lee Napier said Community Development has hired a new plans examiner. Erik Martin urged directors to develop a strategy for reopening offices and departments to the public. JP Anderson discussed concerns about an RV camp in the Mellen Street area. Commissioner Fund and Erik Martin discussed an EIS meeting that took place the previous day. Meeting ended at 2:31 p.m.
