Josh Metcalf discussed a call for bids for the King Road Culvert Replacement Project, CMP 1509.
County Manager Erik Martin and Community Development Director Lee Napier discussed a resolution
expressing the county’s support of a basin-wide solution to flooding and aquatic species restoration.
Josh Metcalf discussed a resolution to approve a Task Assignment pursuant to Interlocal Agreement No.
05-200 between Lewis County and Tacoma Power regarding work by county crews and authorizing
signatures thereon.
Rieva Lester and Erik Martin discussed a resolution to extend the local declaration of a state of
emergency in response to the COVID-19 virus in Lewis County.
Commissioner Stamper made a motion to move one notice item, two consent items and three
deliberation items to the Monday, May 11, 2020, BOCC agenda.
Commissioner Jackson seconded the motion.
Motion passed 2-0.
Rieva Lester discussed two proclamations:
• Law Enforcement proclamation
• Drug Court proclamation

Josh Metcalf discussed construction projects the county is or will be working on.
Gary Fredricks said WSU is fielding a lot of calls about gardening and about the murder hornets.
Lee Napier discussed her department’s return to in-office work.
Matt Jaeger said the Lewis County PUD has invited him to join a committee for a rural broadband study.
Commissioner Jackson said he too is going to join the committee.
Scott Smitherman said Cowlitz County 911 is exploring using Lewis County’s Spillman service.
Daleyn Coleman noted that HR/PDR/Risk is now fully staffed.
Becky Butler discussed budgetary losses in the wake of the pandemic and related closures.
Josh Metcalf discussed the decrease in traffic.
Becky discussed possible restrictions on funding for COVID-19 response. She said it likely will be
reimbursements rather than direct funding.
JP Anderson discussed the county’s efforts and support. He said he is working on the draft for the
variance application. After he completes it, he said, he will present it to the public health officer and the
Board of Health and then present it to the BOCC.
Commissioner Fund joined at 2:36 p.m.
Josh discussed recent supply deliveries the county has received.
The commissioners discussed a letter many of the counties across the state are sending to the
governor’s office in response to the state’s COVID-19 response.
