Business Meeting minutes
June 15, 2020
Present: Commissioner Stamper (remotely), Commissioner Fund (remotely), Commissioner Jackson

Commissioner Jackson called the meeting to order at 3 p.m., determined a quorum and then proceeded
with the flag salute.
PUBUC COMMENT
Marvin Courtney said he has a farm east of Onalaska where he raises cows and chickens. Marvin said he
cannot get a straight answer about a bridge restriction on Frase Road, which leads to his cows. He said
he needs cement poured and needs to get approval from the county. He said he is continuing to haul
manure and hay across the bridge. Commissioner Stamper said he will look into it.
Commissioner Stamper made a motion to add to the agenda the following four resolutions:
• 20-202:Approve a Memorandum of Understanding with CIELO to provide services through
CARES Act funding
• 20-203:Approve a Memorandum of Understanding with Lewis County Fire District#3 for the
Fire and Emergency Facility project
• 20-204: Execute a subrecipient agreement with Lewis County Fire District#3 for the Fire and
Emergency Facility project
• 20-205: Extend adjustments made to county operations in response to the COVID-19 pandemic
Commissioner Fund seconded.
Motion passed 3-0.
NOTICE ITEM
Commissioner Fund made a motion to approve Resolution 20-199. Commissioner Stamper seconded.
Resolution 20-199: Approve certain vehicles and equipment as surplus county property and notice of
intent to sell.

Public Works Director Josh Metcalf spoke to the resolution. He said the county has vehicles that have
reached their useful life and have been replaced with new vehicles.Josh said the surplus vehicles will be
sold at auction at Ritchie Bros. on June 30, 2020.
Motion passed 3-0.
CONSENT ITEMS
Commissioner Stamper made a motion to approve minutes from the June 8, 2020, meeting as well as
Resolution 20-200. Commissioner Fund seconded.
Resolution 20-200:Approval of warrants/claims against the various county departments.
Chief accountant Suzette Smith, representing the Auditor's Office, said warrants 829,407 through
829,655 were issued in June for payments against the county totaling$1,224,042.03. She said
payroll/tax deposit warrants numbered 795,766 through 795,767 and Automatic Deposits 12,467
through 13,055 also were approved for payments against the county totaling$1,647,853.87. Suzette
noted a skip in sequence for warrants 829,376 through 829,406, which were issued on behalf of Special
Purpose Districts.
Motion passed 3-0.
DELIBERATION ITEMS
Commissioner Fund made a motion to approve Resolutions 20-201 through 20-206. Commissioner
Stamper seconded.
Resolution 20-201: Approve Amendment#1 to a Memorandum of Understanding between Valley
View Health Center and Lewis County to reduce amount that provides services through CARES Act
funding.
Public Works and Social Service Director JP Anderson spoke to the resolution. He said the amendment
reduces funding for services that will instead be provided by CIELO, as outlined in resolution 20-202.JP
noted that the second whereas should say, "$300,000" instead of"$30,00."
Resolution 20-202:Approve a Memorandum of Understanding between CIELO and Lewis County to
provide services through CARES Act funding.

Public Works and Social Service Director JP Anderson spoke to the resolution. He said CIELO will
provide up to $100,000 in Spanish-speaking case management and outreach services related to the
COVID-19 pandemic.
Resolution 20-203: Approve a Memorandum of Understanding between Lewis County Public Works
and Lewis County Fire District#3 for the Fire and Emergency Facility project.
Public Works Director Josh Metcalf spoke to the resolution. He said Lewis County has been awarded a
$750,000 Community Development Block Grant (CDBG) General Purpose grant for construction of the
Fire District 3 facility and that Lewis County will provide general administration and environmental
review services as necessary.
Resolution 20-204: Execute a Subrecipient Agreement between Lewis County and Lewis County Fire
District#3 for the Fire and Emergency Facility project.
Public Works Director Josh Metcalf spoke to the resolution. He said the subrecipient agreement is
required for the project outlined in Resolution 20-203.
Resolution 20-205: Extend adjustments made to county operations in response to the COVID-19
pandemic.
County Manager Erik Martin spoke to the resolution. He said the resolution would extend the building
closures for a week. He noted that the commissioners could end the closures early if the state allows
Lewis County to move to Phase 3.
Resolution 20-206: Approve a Memorandum of Understanding between Lewis County and Lewis
County Economic Development Council to provide grant awards to small businesses in Lewis County in
relation to the CARES ACT Coronavirus Relief Funds.
Budget Services Manager spoke to the resolution. She said Lewis County and the EDC have come to an
agreement regarding the EDC overseeing grants for small businesses.
Motion passed 3-0.
HEARING
Resolution 20-207: Lewis County 2020 budget, emergency and supplemental appropriations to and
transfers within current expense and other funds.

Commissioner Jackson introduced the hearing.
County Manager Erik Martin and Budget Services Manager gave the staff report.
Erik Martin provided an overview of the amendment.
Becky Butler provided details about the changes.
Commissioner Jackson asked if there were any questions.There were no questions.
Commissioner Jackson then closed the question-and-answer portion of the hearing.
Becky and Erik asked that their previous comments be adopted into the record.
Commissioner Jackson asked if anyone wanted to speak for or against the resolution.
No one spoke.
Commissioner Jackson closed the hearing.
Commissioner Stamper made a motion to approve Resolution 20-207. Commissioner Fund seconded.
Motion passed 3-0.
ANNOUNCEMENTS
JP Anderson noted that Lewis County learned of two new COVID-19 cases earlier in the day,one from
District 1 and another from District 2.
Ron Averill said the Veterans Memorial Museum plans to hold a static 4th of July event. He urged
interested parties to contact Chip Duncan for details. He also noted that he rescheduled his PFD update
with the commissioners to allow for a face-to-face meeting later in the week.

Commissioner Fund said she will be the office commissioner the following day.She outlined the"in-
office" calendar for the remainder of the week.

Monday,June 22,2020, in the Commissioners' Hearing Room (Room 223).
