AUTHORIZING SIGNATURES THEREON
WHEREAS, the Board of County Commissioners (BOCC) approved the 2019-20
Agreement between Lewis County, Washington, and the Washington State Military
Department for the FEMA Emergency Management Performance Grant (EMPG) under
Resolution 19-362; and
WHEREAS, the contract amount of $43,680 has already been included in the budget;
and
WHEREAS, the COVID-19 response prevented $3,750 of EMPG funds from being used
as approved by the grantor in the original contract; and
WHEREAS, the 2019-20 Agreement between Lewis County, Washington, and the
Washington State Military Department for the FEMA Emergency Management
Performance Grant (EMPG) has been amended to allow Lewis County to use the
remaining $3,750; and
WHEREAS, it appears to be in the best public interest to authorize the execution of
said amendment for Lewis County.
NOW THEREFORE BE IT RESOLVED that (1) the BOCC hereby approves the
Amendment between Lewis County and the Washington State Military Department,
providing $43,680 in EMPG funds and (2) delegates authority to Lewis County
Commissioner Gary Stamper to sign Amendment E20-125 Revised on behalf of Lewis
County.

The purpose of EMPG is to assist with the enhancement,sustain ment and improvement of state,local,and tribal emergency management
programs.Activities conducted using EMPG funding should relate directly to the five element of emergency management: prevention,
protection,response,recovery,and mitigation.Washington State does not require a specific number of activities to receive EMPG funding.
However,there are required capabilities that must be sustained in order to remain eligible for EMPG funding,including but not limited to

emergency management operating budget by providing funds for the program enhancements that
are outside the regular budget.
The 2019 EMPG for Lewis County Emergency Management was $43,680.00 with a contract period
from June 1, 2019 to August 31, 2020, was approved by the Board of County Commissioners under
Resolution Number 19-362. Due to the COVID-19 response, the EMPG funds could not be utilized as
approved by the grantor in the original contract. This Resolution is to approve the Amendment to
the 2019 EMPG. The remaining money will be utilized for supplies in the Emergency Operation
Center.
